Book excerpt: Investments in schooling are often regarded as essential for economic development, which implies that such investments have high rates of return in developing countries. This paper examines the accuracy and usefulness of estimates of rates of return to formal schooling based on the standard human capital model of Becker and Mincer. Regarding accuracy, it investigates whether failure to account for differences in ability and school quality across a random sample significantly biases estimates of the private return to schooling derived from estimates of wage equations. This is done using an unusually rich data set from Ghana. When years of schooling are used to measure the accumulation of human capital, there are virtually no returns to schooling in the private sector. Replacement of years of schooling by reading and mathematical ability does show positive returns to acquired skills. However, these rates of return may be of little use to governments when making schooling investment decisions because such decisions are much more complex than the investment decisions of individuals. In particular, many government investments in education are designed to raise rates of return to schooling by raising school quality, but decisions by individuals assume that both rates of return and school quality are exogenous.

Book excerpt: While the analysis is not the first to investigate empirically the effects of different individual or household factors on school access and completion of Ghanaians, it extends previous work by simultaneously incorporating individual, household, community, regional and national characteristics and also illustrates the latest evidence by applying international data sources and unusually detailed household survey data for a sub-Saharan country. Its focus is threefold: (i) gaining a richer understanding of which external influences hinder educational access and attainment in Ghana, (ii) how to better tackle these challenges and (iii) analyzing how educational development affects the country‘s overall development. An interview with the Minister of Education helps guide the policy orientation of the analysis by identifying several critical challenges and areas of needed policy attention. Findings from the data analysis indicate that the geographic divide between the North and South, increased economic growth, demographic pressure and a number of individual, household and community factors especially children‘s nutritional and labour status are the most important challenges in increasing levels of education among Ghanaians in years to come. Finally, the analysis pilots a new and comprehensive results- and capacity-focused policy matrix to help the Government of Ghana realign policy priorities and reform existing programs. To this end, respective policy levers on the demand- and supply-side are discussed, with particular reference to external and demand-side interventions which have not received the necessary attention at the policy-level to improve educational opportunities and outcomes at all levels.

Furthermore, out-of-school youth often are “policy orphans,†? positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth’s school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners’ actions working with youth in Sub-Saharan Africa.
