Book excerpt: This report examines the experience of 11 countries (including Canada) from Europe, Scandinavia, North America and the Pacific Rim in supporting a private rental sector as part of their national housing system. The purpose was to examine the extent to which other governments have developed policies and programs specifically to encourage the production of rehabilitation of the private rental stock. The main body of the report reviews the objectives of the research, develops a framework for the comparative assessment and looks at the rental market in the selected countries. It then outlines policy issues specific to the private rental sector since 1980 and how each country has responded, summarizing the major policy and program initiatives, which have been identified for each country, and assessing the relevance of this experience for Canada. An appendix provides a detailed profile of each country. It presents the general background on the relative importance of the private rental stock in each country's housing system, the regulatory and tax regimes that affect private rental housing, and the current policy issues related to the private rental sector. Detailed assessments of specific major policies and programs in each country are also included. Key findings of the report include: 1. In almost all countries, except in instances of pressing urgency, governments have adopted a "laissea-faire" approach with regard to encouraging and facilitating private rental housing. 2. Across all countries, the fundamental cause of the low level of investment in private rental production and rehabilitation is the lack of a cmpetitive return relative to other forms of investment, especially in light of the risks inherent in rental investment. 3. The only countries that appear to have maintained a healthy investment for private rental housing without direct subsidies are New Zealand and Australia. Notably, neither have rent controls and permit depreciation and deductibility of rental losses against other sources of income. 4. Variants of virtually all the policy and program initiatives used in other countries have been attempted in Canada over the last three decades. 5. The most critical rental issue facing most governments is not simply the lack of private rental housing production, but the problem that many low-income households do not have sufficient incomes to access rental housing at a cost they can afford.

There is no shortage of prescription as to what should be done with the rented housing market and private landlords. Yet surprisingly little is known about the structure and diversity of private landlordism and the variety of private tenants' housing needs - a prerequisite for policy intervention. This book provides an anatomy of the nature of private landlordism in the 1980s, the types of landlord in the market, the scope of their activities, and the choices and constraints that guide their actions in the market. It shows how the pattern of change in the private rented sector has been not one of straightforward decline, but one of structural unevenness shaped by a combination of three general processes - disinvestment, investment and informalization - which vary in impact from place to place. Adopting a realist methodological approach, the authors attempt to capture both the general characterisation of landlordism and the processes shaping the private rental sector and their diverse geographical form across space and through time. This approach is illustrated by an extensive investigation in two local housing markets in inner London. Finally, the authors examine the scope for change in the private rented sector and argue for a combination of public and private initiatives that is sensitive to the differences among local housing markets and that relates to the demands/needs of those groups at present dependent on private renting for accommodation.

Book excerpt: Ideas about matters of public concern are shaped by the spaces associated with them: Events occur in particular places, political regulations apply to specific territories, people in different locations are differentially affected by issues. Yet, political communication research has neglected the question of how the spaces of public issues are constructed in the public sphere. This is especially true for research on social media communication, which is often perceived as placeless. Yet, social media discourses are driven by unequal attention patterns based on users’ interests, resources, and abilities. To understand how these patterns manifest spatially, this interdisciplinary monograph builds on public spheres theory, communication infrastructure theory, and urban sociology to develop the framework of issue spatiality. It focuses on how social media users discuss different places in urban policy issue discourses. By applying the framework to four large-scale Twitter discourses on housing markets and cycling infrastructure in two German cities, Berlin and Frankfurt, the research reveals the spatial patterns and inequalities of social media discourses. It demonstrates that digital discourses are overwhelmingly focused on a small number of places in the urban center. These places emerge as the locus of activism and political controversy, while the urban periphery remains hidden or is discussed in purely administrative terms. Places with dense civic infrastructure and privileged residents receive disproportionate attention. The book provides an in-depth look at the ways in which socio-spatial inequalities are inscribed in public communication and shape ideas about societal issues.
