Hence, commerce is progressive, - the small beginning leads to the moderate, - the moderate to the great, - the great to the greatest; and, so long as the principle of mutual exchange or interchange is observed, communities or nations thus dealing with each other are friends, and are united by strong ties of mutual good-will.
