It outlines problems arising from consumption of personal information in the marketplace, and regulatory approaches to these problems internationally. Such approaches include licensing schemes, registration and notification schemes, and privacy commissioner schemes. Other options discussed relate to detection of privacy problems (such as audits and use of technology for detection) as well as to fixing privacy problems (such as criminal prosecution, civil damages, and codes of practice). Several promising regulatory options for Canada are identified and evaluated subjectively, including those involving voluntarism, cyber-regulation, standards enforcement, and extending existing regulatory approaches. This is followed by discussion of how the options could be implemented, the importance of enforcement, and evaluation of the options. Minimum content for any regulatory scheme is also outlined.

Parts 2-5 of the Act provide for the federal government to approve the use of electronic means for companies and individuals to communicate or record information or transactions electronically in the form of digital signatures and include amendments to the "Canada Evidence Act," the "Statutory Instruments Act," and the "Statute Revision Act."
