Available in PDF, EPUB and Kindle. Book excerpt: Liberal neutrality has two underlying intuitions and therefore two distinct elements. On the one hand it refers to the intuition that there are matters the state has no business getting involved in. On the other hand it is motivated by the idea that the state ought to treat citizens as equals and show equal respect for their different cenceptions of the good life. This book defends this two-fold understanding of neutrality with reference to Rawls’ conception of citizens as free and equal persons. Treating citizens as equals requires the state to grant its citizens equal political rights and also to ensure that these rights have “fair value”. Given the danger that cultural bias undermines the equal standing of citizens, the state has to ensure procedures of political decision making that are able to take citizens’ different conceptions into account.

Available in PDF, EPUB and Kindle. Book excerpt: These two volumes contain all the papers published by Hans Rademacher, either alone or as joint author, essentially in chronological order. Included also are a collection of published abstracts, a number of papers that appeared in institutes and seminars but are only now being formally published, and several problems posed and/or solved by Rademacher. The editor has provided notes for each paper, offering comments and making corrections. He has also contributed a biographical sketch. The earlier papers are on real variables, measurability, convergence factors, and Euler summability of series. This phase of Rademacher's work culminates in a paper of 1922, in which he introduced the systems of orthogonal functions now known as the Rademacher functions. After this, a new period in Rademacher's career began, and his major effort was devoted to the theory of functions of a complex variable and number theory. Some of his most important contributions were made in these fields. He perfected the sieve method and used it skillfully in the study of algebraic number fields; he studied the additive prime number theory of these fields; he generalized Goldbach's Problem; and he began his work on the theory of the Riemann zeta function, modular functions, and Dedekind sums (now often&-and justly&-called Dedekind-Rademacher sums). To this period also becomes what has become known as the Rademacher-Brauer formula. Rademacher came to the United States as a refugee in 1934. In the years that followed, he obtained some of his most important results in connection with the Fourier coefficients of modular forms of positive dimensions. His general method may be considered a modification and improvement of the Hardy-Ramanujan-Littlewood circle method. He also published additional papers on Dedekind-Rademacher sums (with A. Whiteman), general number theory (with H. S. Zuckerman), and modular functions (also with Zuckerman). During the last decade of his life&-the 1960s&-he continued his work on these problems and devoted considerable attention to general analysis&-especially harmonic analysis&-and to analytic number theory. All of the papers in Volume I and ten of those in Volume II are in German. One paper is in Hungarian. The volumes are part of the MIT Press series Mathematicians of Our Time (Gian-Carlo Rota, general editor).

Available in PDF, EPUB and Kindle. Book excerpt: The institutional network of law and state power peculiar to sovereign national states is in danger of disintegrating in the face of economic globalisation - such is the conclusion of numerous diagnoses of the present condition. At the same time, recent publications articulate the hope that supranational institutions will form which will be able to guarantee the rule of law across national boundaries. What is certain is that globalisation brings about new insecurities, which place new demands on national and international legal systems. Working from a philosophical or legal perspective, the individual papers examine the transformation of sovereignty, tendencies towards international systems of law, the criteria for global social justice, and the development of supranational forms of constitution.

Available in PDF, EPUB and Kindle. Book excerpt: How ought you to evaluate your options if you're uncertain about what's fundamentally valuable? A prominent response is Expected Value Maximisation (EVM)—the view that under axiological uncertainty, an option is better than another if and only if it has the greater expected value across axiologies. But the expected value of an option depends on quantitative probability and value facts, and in particular on value comparisons across axiologies. We need to explain what it is for such facts to hold. Also, EVM is by no means self-evident. We need an argument to defend that it’s true. This book introduces an axiomatic approach to answer these worries. It provides an explication of what EVM means by use of representation theorems: intertheoretic comparisons can be understood in terms of facts about which options are better than which, and mutatis mutandis for intratheoretic comparisons and axiological probabilities. And it provides a systematic argument to the effect that EVM is true: the theory can be vindicated through simple axioms. The result is a formally cogent and philosophically compelling extension of standard decision theory, and original take on the problem of axiological or normative uncertainty.

Available in PDF, EPUB and Kindle. Book excerpt: The book traces the political history of the concept of social policy. „Social policy“ originated in Germany in the mid 19th century as a scholarly term that made a career in politics. The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts – like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”.

Book excerpt: The targeted killing of terrorists has become an established practice in the fight against terrorism. Anna Goppel analyses the justifiability of this practice, both from a moral and an international legal perspective. She shows that the targeted killing of terrorists can be justified only in very specific and rather theoretical cases. This seriously questions the practice as well as its increasing acceptance.

Until now, the geologists familiar with this landscape - ethicists and moral theorists - have taken it for granted, have circumnavigated it! in any case, they have been incapable of moving it. In the present volume, scientists from diverse disciplines discuss and examine the concept of solidarity, its history, its scope and its limits.

In which countries does the Holocaust form part of classroom teaching? Are representations of the Holocaust always accurate, balanced and unprejudiced in curricula and textbooks? This study, carried out by UNESCO and the Georg Eckert Institute for International Textbook Research, compares for the first time representations of the Holocaust in school textbooks and national curricula. Drawing on data which includes countries in which there exists no or little information about representations of the Holocaust, the study shows where the Holocaust is established in official guidelines, and contains a close textbook study, focusing on the comprehensiveness and accuracy of representations and historical narratives. The book highlights evolving practices worldwide and thus provides education stakeholders with comprehensive documentation about current trends in curricula directives and textbook representations of the Holocaust. It further formulates recommendations that will help policy-makers provide the educational means by which pupils may develop Holocaust literacy.

Available in PDF, EPUB and Kindle. Book excerpt: The German health care system is on a collision course with budget realities. Costs are high and rising, and quality problems are becoming ever more apparent. Decades of reforms have produced little change to these troubling trends. Why has Germany failed to solve these cost and quality problems? The reason is that Germany has not set value for patients as the overarching goal, defined as the patient health outcomes achieved per euro expended. This book lays out an action agenda to move Germany to a high value system: care must be reorganized around patients and their medical conditions, providers must compete around the outcomes they achieve, health plans must take an active role in improving subscriber health, and payment must shift to models that reward excellent providers. Also, private insurance must be integrated in the risk-pooling system. These steps are practical and achievable, as numerous examples in the book demonstrate. Moving to a value-based health care system is the only way for Germany to continue to ensure access to excellent health care for everyone.
