Book excerpt: An examination of how changing public information infrastructures shaped people's experience of earthquakes in Northern California in 1868, 1906, and 1989. When an earthquake happens in California today, residents may look to the United States Geological Survey for online maps that show the quake's epicenter, turn to Twitter for government bulletins and the latest news, check Facebook for updates from friends and family, and count on help from the Federal Emergency Management Agency (FEMA). One hundred and fifty years ago, however, FEMA and other government agencies did not exist, and information came by telegraph and newspaper. In Documenting Aftermath, Megan Finn explores changing public information infrastructures and how they shaped people's experience of disaster, examining postearthquake information and communication practices in three Northern California earthquakes: the 1868 Hayward Fault earthquake, the 1906 San Francisco earthquake and fire, and the 1989 Loma Prieta earthquake. She then analyzes the institutions, policies, and technologies that shape today's postdisaster information landscape. Finn argues that information orders—complex constellations of institutions, technologies, and practices—influence how we act in, experience, and document events. What Finn terms event epistemologies, constituted both by historical documents and by researchers who study them, explain how information orders facilitate particular possibilities for knowledge. After the 1868 earthquake, the Chamber of Commerce telegraphed reassurances to out-of-state investors while local newspapers ran sensational earthquake narratives; in 1906, families and institutions used innovative techniques for locating people; and in 1989, government institutions and the media developed a symbiotic relationship in information dissemination. Today, government disaster response plans and new media platforms imagine different sources of informational authority yet work together shaping disaster narratives.

Available in PDF, EPUB and Kindle. Book excerpt: Earthquakes come without warming, and often cause massive devastation, resulting not only in the loss of property but also of lives. Many of the survivors suffer from intense and lasting psychological trauma. This book covers the experience of recent earthquakes in India, and what has been learnt (and what we have failed to learn) in the process of managing the aftermath in each case. This includes immediate medical attention, long-term mental health care, and the reconstruction of housing and infrastructure in both rural and urban areas. The experiences of the contributors, many of whom have actively contributed their expertise to disaster management and recovery, help us understand what problems require a swift response and which aspects should be based on detailed analyses keeping in mind local conditions. Reconstruction is seen as offering an opportunity to rebuild society such that all sections of the population are empowered and brought into the community’s decision-making process. It is also an opportunity to develop construction techniques that are suited to local materials and skills but are also more earthquake-resistant than the old. And finally, there is the realisation that the best first responders are local community groups which need to be nurtured, and trained in crisis management and risk mitigation.

Book excerpt: Following an earlier NRC workshop on public response to alerts and warnings delivered to mobile devices, a related workshop was held on February 28 and 29, 2012 to look at the role of social media in disaster response. This was one of the first workshops convened to look systematically at the use of social media for alerts and warnings-an event that brought together social science researchers, technologists, emergency management professionals, and other experts on how the public and emergency managers use social media in disasters. In addition to exploring how officials monitor social media, as well as the resulting privacy considerations, the workshop focused on such topics as: what is known about how the public responds to alerts and warnings; the implications of what is known about such public responses for the use of social media to provide alerts and warnings to the public; and approaches to enhancing the situational awareness of emergency managers. Public Response to Alerts and Warnings Using Social Media: Report of a Workshop on Current Knowledge and Research Gaps summarizes presentations made by invited speakers, other remarks by workshop participants, and discussions during parallel breakout sessions. It also points to potential topics for future research, as well as possible areas for future research investment, and it describes some of the challenges facing disaster managers who are seeking to incorporate social media into regular practice.

Book excerpt: Improved Seismic Monitoringâ€"Improved Decision-Making, describes and assesses the varied economic benefits potentially derived from modernizing and expanding seismic monitoring activities in the United States. These benefits include more effective loss avoidance regulations and strategies, improved understanding of earthquake processes, better engineering design, more effective hazard mitigation strategies, and improved emergency response and recovery. The economic principles that must be applied to determine potential benefits are reviewed and the report concludes that although there is insufficient information available at present to fully quantify all the potential benefits, the annual dollar costs for improved seismic monitoring are in the tens of millions and the potential annual dollar benefits are in the hundreds of millions.

Book excerpt: Pandemic Risk, Response, and Resilience: COVID-19 Responses in Cities Around the World examines the pandemic’s global impacts on public health, economies, society and labor. The book shows how COVID-19 intensified natural and anthropogenic hazards and destroyed years of communities, governments and the work of development organizations and their investments. It focuses on how disaster resilience is central to achieving the 2030 Sustainable Development Goals in a post-COVID-19 era. Sections cover current governance practices, with special attention given to Asia’s more successful responses. It shows how the various sectors across that society were most impacted by COVID-19, including tourism and food systems. This book is an essential reference for researchers and practitioners who need to understand response, preparedness and future pathways for pandemic resilience. Showcases risk governance at local, national and regional scales Captures multidisciplinary and multi-sectoral insights through numerous case studies Uniquely addresses, in a comprehensive and structure manner, risk governance methodologies
