Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Principles of Constitutional Government This book on "The Principles of Constitutional Government" is based on lectures which were delivered in the year 1913-14 before the students of The Peking University. The author has been led to publish them in book form because of his belief that they might possibly contribute toward the answer to the question - What are the essentials of constitutional government? As legal adviser of the Chinese Government at a critical period in the history of the country, he was called upon to answer this question and to endeavor to answer it in such a way that the answer would be measurably clear to a people who had had no experience with constitutional government. Even the leaders of political thought in China at that time had but a theoretical knowledge of the subject. Their conclusions were for the most part derived from the study of constitutions framed for countries whose conditions and traditions were very different from those in the country for which they were essaying to act. The great mass of the Chinese people, even including the educated classes, had little if any idea as to the meaning or significance of constitutional government. Because of the fact that the following pages were prepared for the purpose of presenting the problem of constitutional government to a people wholly unacquainted with its meaning, it is hoped that the volume will be found useful as a text-book for beginners in the study of the subjects in colleges and high-school classes. In the appendices will be found the constitution of the United States, and translations of those of Germany, Belgium, and Japan, and the most important of the constitutional laws of France, as contained in Modern Constitutions, by Prof. W. F. Dodd, and reprinted by the courtesy of the author and the University of Chicago Press. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Essentials of American Constitutional Law But principles are not numerous. Possibly in Nature there is but one basic principle and all our so-called natural laws are but aspects of that principle as the human mind conceives or recognizes it. The analogy in government permits the asser tion that the principles of constitutional law are few. Possibly they are severally aspects of one principle: that of sovereignty. To the student of the law, especially to junior students, principles are matters of memory rather than of understanding. It is a vigorous and essentially mature mind that can reduce a complex issue to such simple form as to deduce the principle on which it rests. Book excerpt: Excerpt from General Principles of Constitutional Law in the United States of America The manual which follows has been prepared for the use of students in law schools and other institutions of learning. The design has been to present succinctly the general principles of constitutional law, whether they pertain to the federal system, or to the state system, or to both. Formerly, the structure of the federal constitutional government was so distinct from that of the States, that each might usefully be examined and discussed apart from the other; but the points of contact and dependence have been so largely increased by the recent amendments to the federal Constitution that a different course is now deemed advisable. Some general principles of constitutional law, which formerly were left exclusively to state protection, are now brought within the purview of the federal power, and any useful presentation of them must show the part they take in federal as well as state government. An attempt has been made to do this in the following pages. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Constitutional Government in the United States MY object in the following lectures-is to examine the government of the United States as a constitutional system as Simply and directly as possible, with an eye to practice, not to theory. And yet at the very outset it is necessary to pause upon a theory. The government of the United States cannot be intelligently discussed as a constitutional system until we clearly determine what we mean by a constitutional government; and the answer to that question is in effect a theory of politics. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government Class Book: A Manual of Instruction in the Principles of Constitutional Government and Law The study of the principles of political science is a necessary part of a liberal education. In a country where the people govern themselves the science of government is a necessary part of a common-school education. In the United. States the people elect their own law-makers and rulers, establish their own constitutions, and determine, even the fundamental principles upon which men shall be governed. The danger of entrusting such power to the ignorant has not failed of illustration in our States and cities. Having universal suffrage, the people must learn to govern themselves for the sake of their own preservation and welfare. Nor is a knowledge of the principles of legal science less necessary to every citizen. The laws of man know as little of mercy as the laws of nature, in that law never admits ignorance as an excuse for wrong. It is a proof of the essential justice of our system of jurisprudence, that so many citizens pass safely through life, totally ignorant of the law, and relying merely upon their own sense of what should be. And yet every day gives proof that ignorance is always dangerous. The study of such a work as this will not make a youth a lawyer, but it will fix in his mind a system of broad principles, which cannot fail to be useful practically.
