Algunos Estados, denominados forajidos, desconocen sus compromisos internacionales, ante lo cual la comunidad internacional es cada vez más capaz de adoptar posiciones de distinto tenor, evidentemente, conforme al Derecho Internacional mismo, para hacer que ese Estado se ajuste a las normas y respete sus obligaciones internacionales, en favor de la paz, la seguridad y la estabilidad en las relaciones internacionales.
