With difficulty in determining what constitutes a qualified special education teacher, evaluations have been challenging to use in an efficient and effective manner. The purpose of this research was to examine high school principals' perceptions of how the current 21st Century Professional Teaching Standards fit the various skills of special education teachers and how well prepared the principals were to evaluate special education teachers according to these standards. Ninety-six high school principals in North Carolina who were in the first phase of evaluating teachers using the 21st Century Professional Teaching Standards were surveyed. Six skill areas were included on the survey: classroom management practices, teaching strategies, inclusion facilitation, IEP development/implementation, transition planning/implementation and content knowledge. Significant differences between the skill areas were found, especially in the area of transition planning which was consistently viewed as an area of least preparation not fully addressed by the standards. Such differences were mirrored in comments made in the open-ended questions that indicated the need to have more training related to instructing students with the most severe disabilities. Principals who did receive professional development were more likely to feel prepared and indicate that the standards more adequately addressed the skill areas, although the differences were not statistically significant."--Abstract from author supplied metadata.

Book excerpt: This exploratory case study identified administrative competencies that multiple stakeholders perceive to be important for fostering an inclusive and accessible learning environment for students with disabilities in a small, suburban school district located in Southwest Ohio. It consists of a comparative assessment of stakeholder perceptions of core administrative competencies including both knowledge and skills for leaders of special education programs as defined by the Council for Exceptional Children's (CEC's) standards. To investigate Research Question 1, this study utilized a survey to gauge the importance of each standard to multiple stakeholders in the educational process. Research Question 2 was investigated through open-ended survey questions asking stakeholders to provide additional competencies that they feel need to include the CEC standards in order to develop a more comprehensive list of inclusive leadership. Notably, data gleaned from quantitative analysis found that the administrators group marked higher priority than special education teachers and parents on the two competencies pertaining to 1) ongoing evaluations of Special Education programs (SPED) and personnel, and 2) data driven decision making regarding SPED programs and services. Further, overall school administrators tended to mark high priority on the multiple sets of survey items related to the skills compared with the other stakeholder groups. The findings for Research Question 1 suggest that future research should revolve around developing ways to assess SPED programs, services, and staff as well as reliable, consistent data sources to base these and other decisions pertaining to SPED programs upon. Another possible avenue of inquiry would be to seek to understand special education teachers varying perspectives regarding the priority they place on the individual CEC standards. Data regarding Research Question 2 yielded novel practices; knowledge items that emerged from the research included discipline, co-teaching, and behavior management as they pertain to special education students. Skill items which emerged from the qualitative analysis included behavior management, co-teaching, and professional development specifically for general education teachers working with special education populations. Findings for Research Question 2 suggest future research that entails securing a larger participant pool to assess the utility of these potential additions at the state or national level. Another avenue of research would involve specifically asking diverse stakeholders if the suggestions gleaned from the survey should be formalized into the reissuance of the CEC standards.

Seventy-two participants, including 55 general education teachers, 5 special education teachers and 12 administrators, volunteered from 2 school districts in southeastern Pennsylvania for this qualitative study. The data sources for this study included a researcher-designed survey, open-ended questions and personal interviews. Results of the study indicated general education teachers, special education teachers and administrators present similar views on their perceptions of essential leadership skills, knowledge and qualities to enhance co-teaching. Most participants agreed the specific skills essential for leadership are communication and flexibility. Participants found the knowledge necessary for leadership to enhance co-teaching include understanding how collaboration works, having a vast repertoire of team work concepts, holding common norms and sharing accountability for program implementation and enhancement. Teachers and administrators agreed the essential quality for leadership is respect, along with integrity and understanding in addition to collaboration and communication. Finally, allocating staff and securing funding were the most challenging obstacles for leadership and are becoming increasingly limited due to the current economic conditions.

Book excerpt: ABSTRACT: The purpose of this study was to assess the perceptions and knowledge of special education law among North Carolina Principal Fellows. A three-part questionnaire was the primary data source for this study. Part I of the questionnaire assessed the opinions Principal Fellows had toward the knowledge and understanding of special education law. It also investigated their need for additional training in special education law, as well as their satisfaction with administrative training in special education law. Twenty-one scenario-based statements relating to the IDEA provisions were used to determine the level of knowledge Principal Fellows had for special education law. The last section of the questionnaire provided demographic characteristics of the participants. The study revealed that the majority of Principal Fellows did not believe they had sufficient knowledge of special education law, with a larger percentage indicating a lack of understanding with special education law. Although the majority of Principal Fellows indicated an average need for additional training in special education law, a large majority indicated dissatisfaction for their administrative training in special education law. Data collected from Part 11 of the questionnaire indicated that Principal Fellows have insufficient levels of knowledge of the IDEA provisions. As indicated by their responses to scenario-based statements, Principal Fellows demonstrated difficulty with four of the seven provisions. This study revealed a need for more administrative training in special education law, in order for school administrators to acquire the skills necessary to provide effective leadership in the management of special education.
