Book excerpt: Excerpt from Prime Ministers and Presidents In this book the reader will meet fifteen Prime Ministers and four Presidents of Europe, four British Dominion Premiers, and eleven distinguished statesmen and diplomats of Japan, and he will enter the Chanceries and Foreign Offices in many Capitals. The treaty of Versailles has been greatly criticised, but regardless of that document's merits, its existence has certainly benefited Europe for one reason, often overlooked - its preparation brought together in Paris all the leading statesmen of the Allies, which meant the forming of many new acquaintanceships among them, and some friendships. Never in the lifetime of living men, perhaps never at all, have there come into personal contact so many of the dignitaries controlling the destinies of so many European countries. These acquaintanceships cannot fail to facilitate relations between these men for the rest of their political lives, - and certain of them bid fair to be politically long lived! He is at once Prime Minister and independent executive. He blends the functions of what in parliamentary government is the head of the Cabinet, and what in other government is the head Of the State. He is a vital part of the legislative power without being amenable to its control or dependent on its life. He is the framer of policies and the arbiter of parties. All this makes the election of President the central chord and the arterial force Of our broad political action. Some have passed beyond earshot of our criticism; but some remain, pale and ineffectual ghosts of former greatness, yet still touched by that human infirmity which prefers praise to blame. It will behove me to walk warily when I reach the present day; but, in dealing with figures which are already historical, one 's judgments may be com paratively untrammelled. Book excerpt: Excerpt from Wives of the Prime Ministers: 1844-1906 The Prime Ministers of England in the nine teenth and twentieth centuries have, with the ex ception of Lord Melbourne, - and his wife died before he became Prime Minister, - been fortunate in their wives. They married women who, often beautiful, and always intelligent, devoted them selves to furthering both the political interests and the domestic happiness of their husbands. Their influence on public affairs varied in degree and kind, for their rfile was passive rather than active, and personality was their main asset. Now personality is an elusive thing and can never be absolutely reconstructed. Living witnesses can help us somewhat to form a mental picture that now and then gets near the truth; but to paint a portrait without the aid of such evidence. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Prime Ministers of Britain: 1721-1921 In 1688 another advance was made. The arbitrary power of the Crown was definitely checked. Parliament became almost supreme, and a certain responsibility was compelled from the administration. King W'illiam, who acted largely as his own minister, took an active and con stant part in the government, but Queen Anne devolved more and more of her duties upon her councillors. Then came a fresh development. A foreign prince succeeded to the throne. Entirely dependent on the goodwill of a parliamentary majority, and speaking hardly any English, he could not efiectively control that committee of the Council which was gradually growing into a Cabinet. He was averse to political business and became attached to a single minister. This minister, who led the House of Commons, was also the leader of the Whigs and was sup ported by the great families Oi the Revolution. Gradually he took the first place among his colleagues, communicating the royal commands to them, and their views to the Sovereign. From this to a more precise position was but a short step, and the regular series of Prime Ministers is re garded as beginning with Sir Robert Walpole's appoint ment to the office of First Lord of the Treasury in April. Book excerpt: Excerpt from The Queen's Prime Ministers: A Series of Political Biographies IN some considerable reading of books of history, I have found that the most profitable are usually those in which the author, while giving his facts as fully and loyally as he can, makes no secret of his opinions and argues as stoutly as he may for them. Therefore, and not because Lsuppose that these opinions are in my own case of any importance or interest to the world, I think it may not be impertinent to say that this little book is written from the point of view of a Tory. And as I have heard several persons say that they do not exactly know what a Tory means, I may add that I define a Tory as a person who would, at the respective times and in the respective circumstances, have opposed Catholic Emancipation, Reform, the Repeal of the Corn Laws, and the whole Irish Legislation of Mr. Gladstone. Book excerpt: Excerpt from The Future Prime Minister: Anonymous There was every indication, one day in October 1895, that the afternoon express for London would leave Oxford punctual to scheduled time. The guard had blown his whistle, had waved his flag, and was preparing to enter his van as the train began to move, when suddenly he observed a young man dash on to the platform. Without a moment's hesitation he again blew his whistle, and, in answer to the signal, the engine-driver brought the train to a standstill after a run of a few yards. The young man had just time to shout his thanks to the guard as a porter bundled him into a compartment, while another flung his luggage in beside the guard, when the train again moved off. Book excerpt: Excerpt from The Diversions of a Prime Minister For the benefit of those to whom the name Tonga has an unmeaning sound, and latitude and longitude convey no distinct impression, let me say that the realm of King George Tubou will be found in the map under the name of the "Friendly Islands," about 1000 miles north of New Zealand, 300 miles east of Fiji, and 350 south of Samoa. I count among the Tongans so many true friends that it would touch me nearly if I should seem in the following pages to have been lacking in recognition of their many admirable qualities. If I have spoken of their institutions with levity, it is because I have judged the nation from the standard of a European people, with whom, in intelligence, physique, and disposition, they are fit to be compared.
