Likewise, in 2019, the total population experiencing financial hardship was estimated to be 2 billion people. To scale up action to leave no one behind, WHO’s Fourteenth General Programme of Work, 2025-2028 (GPW 14) has an explicit and strong commitment to equity. In support of this, WHO has released a handbook with methods for the identification of barriers to effective coverage with health services. The 8-module handbook applies mixed method research approaches -- grounded in the Tanahashi framework for effective coverage -- to focus on barriers experienced by potential users and non-users of health services. The handbook facilitates the capturing of evidence on the interface between the population and the services. The handbook has four objectives. 1.To orient national authorities and partners on key concepts, definitions, frameworks and principles relevant to barriers assessments. 2.To build the capacity of national authorities and partners to design a research plan and apply diverse methods (e.g. informant interviews, literature reviews, quantitative analysis and focus groups) in barriers assessments. 3.To provide guidance for reporting on barrier assessment findings in a clear and actionable manner and convening key stakeholders to deliberate next steps. 4.To adapt the methods for humanitarian contexts, accounting for the need for differentiated approaches.

Book excerpt: Tanzania has undertaken important health sector reforms in the new millennium, and the most recent Health Sector Strategic Plan (2021-26) lays out ambitious targets to achieve universal health coverage. Yet, women in Tanzania continue to face significant barriers in accessing healthcare and the country is grappling with important gender-biased health challenges disadvantaging women. The aims of this paper are two-fold. First, we examine the evolution of Tanzania's health policy over the past two decades (2000-21) from the perspective of enhancing financial protection for working-age women. Second, we explore policy options for genderresponsive health insurance expansion in the context of Tanzania. Methodologically, the paper draws on a scoping study of diverse literature and data and a review of evidence from other contexts with public health insurance schemes. We find that Tanzania has a fragmented health system that relies on several independent schemes introduced throughout the years, characterized by insufficient risk-pooling. Such a system provides insufficient financial protection for workingage women and female-headed households, which are financially less secure than dual-earner households. Although expanding health insurance coverage represents a viable corrective measure, future reforms must account for women's lower financial contribution capacity to enable equitable access. Additionally, the policy design requires gender-mainstreamed investments in awarenessraising, service quality, and benefit packages.

Its overall objective being to improve health sector results in concerned countries, it aims at building country capacities (and strengthening country processes) for the development, negotiation, implementation, monitoring and evaluation of robust and comprehensive NHPSPs with a view on promoting UHC; health in all policies; and people-centered primary care -as indeed, investments in quality primary health care (PHC) will be the cornerstone for achieving UHC around the world. The purpose of this publication is to document accomplishments of the UHC-P in 2022 for the 125 partner countries. The annual UHC-P report serves as a single report to all nine donors supporting the Partnership. It will provide a synthesis of activities and results achieved in all the participating countries; present a range of country examples related to the major areas of work; and also elaborate on how the UHC-P achieved sustainable buy-in of partners and stakeholders at the country level in the different countries concerned.
