Available in PDF, EPUB and Kindle. Book excerpt: Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: How do ordinary people, neither pacifists nor peace activists, come to decide collectively to eschew violent conflict and then develop strategies for maintaining their region as a nonwar area despite myriad pressures to the contrary?Mary Anderson and Marshall Wallace analyze the experiences of thirteen nonwar communities that made conscious-and effective-choices not to engage in the fighting that surrounded them. Tracing the steps that these communities took, the strategies that evolved in each setting in response to local circumstances, the authors find lessons, as well, with broader relevance for international efforts to prevent violent conflict.

Book excerpt: This book argues that the most sustainable means of promoting peace within states is the development of good governance, which can address the root causes of conflict and meet basic human security needs. Good governance offers groups a 'voice' in resolving grievances at an early stage before they grow into major problems, safeguards human rights, and promotes a fairer distribution of resources.

Book excerpt: New wars will continue to erupt if greater and smarter efforts are not made to prevent them. Current dangers stem from factors such as rise of unstable regimes, global economic turbulence, climate change, and shift in global power distribution. Preventing relapse after wars end is insufficient to prevent most new conflicts, because post-conflict recurrences constitute only a minority of all conflict outbreaks. A wide range of governments, including United States, and many intergovernmental and nongovernmental organizations have made commitments to take serious efforts to prevent violent conflicts. These commitments represent a more than adequate normative foundation and a supportive political environment for development of more effective conflict prevention strategies.

Book excerpt: Rather than look strictly at violence and its implications - fatalities, crime, and assault - this work instead looks ahead, in order to prevent violence rather than simply to act in reaction to it. By using a methodology of "Aggression Management", those responsible for the safety of others may circumvent the standard practice of mere "conflict resolution" by dealing with the problem before it creates conflict. Because everyone experiences and manages anger differently, "Aggression Management" teaches readers not only how to measure their own aggression, but that of others as well. The result empowers the reader to stop problems before they even develop.

It presents guidelines for using early warning indicators to assess the causes of conflict; using preventative action to contain it; and using multidimensional strategies to rehabilitate societies through the cycle of post-conflict peacebuilding.
