Workshop participants came from academia, insurance companies and associations, self-insured corporations, labor unions, and state and federal government. Prominent researchers and stakeholders described and discussed potential use of workers' compensation data to track occupational injuries and illnesses, assess their burden, and identify innovative ideas for intervention. Panels concentrated on methods, the roles and perspectives of different stakeholders, and the factors that drive changes in incidence and cost. Opportunities and next steps were discussed in general sessions. These proceedings serve to inform the many stakeholders who did not attend the workshop. More importantly, these contents form a basis for continuing a dialogue on the use of workers' compensation data to track occupational injuries and to identify opportunities for protection of workers' health and well-being.

Knowing costs is important because it allows comparisons across such disparate health conditions as AIDS, Alzheimer's disease, heart disease, and cancer. This book presents the results of a major study estimating the large and largely overlooked costs of occupational injury and illness--costs as large as those for cancer and over four times the costs of AIDS. The incidence and mortality of occupational injury and illness were assessed by reviewing data from national surveys and applied an attributable-risk-proportion method. Costs were assessed using the human capital method that decomposes costs into direct categories such as medical costs and insurance administration expenses, as well as indirect categories such as lost earnings and lost fringe benefits. The total is estimated to be $155 billion and is likely to be low as it does not include costs associated with pain and suffering or of home care provided by family members. A comprehensive safety system that confirms administration commitment to a safe working environment assures management commitment as a legal and ethical responsibility, promotes employee involvement, pinpoints and eliminates potential hazards, and encourages employees to prevent potential harm to other employees, teaching staff, and students. This text focuses on developing a successful workers compensation program and safety system for school district employees. The models and strategies may be adapted for use in school districts for reducing school injuries. School district administrators are frequently forced to do more with less funding, particularly considering the requirement to implement many unfunded mandates from state and federal governments. Dollars saved from improved worker safety and reduction of insurance premiums may directly benefit educational initiatives in school districts. Primarily, the funds for educating students may originate from saved workers compensation dollars.

Workers' compensation insurance has been established in all states to provide income protection, medical treatment, and rehabilitation for employees who are injured or become ill as a result of work. Workers' compensation claims and medical treatment records along with other information resources have been used to conduct occupational safety and health research and surveillance and to identify intervention needs. Occupational safety and health research and surveillance are essential for the prevention and control of injuries, illnesses and hazards that arise from the workplace. Research and surveillance can fill gaps in knowledge about where hazards exist and what interventions are effective at preventing workplace injuries, illnesses and fatalities. Workers' compensation insurance records are a resource used for these primary prevention purposes. In addition, workers' compensation records may be used for early detection of health outcomes in populations of workers which is part of secondary prevention. They may also be used to help identify effective medical treatment which is part of tertiary prevention. Workers' compensation insurance covers nearly all workers in the U.S. and provides those who are injured or become ill as a result of work with medical treatment, a portion of lost wages, and a lump sum for some permanent impairments. Nonetheless, there are limitations to conducting studies that rely on workers' compensation records since not all injuries and illnesses result in claims being filed. Furthermore, the data that are collected are not readily combined if obtained from multiple sources since requirements vary substantially among the states. The National Institute for Occupational Safety and Health (NIOSH) joined with a number of public and private sector co-sponsors to convene two workshops on the use of workers' compensation data for occupational safety and health. Creation of this document was suggested at the second workshop as a means to describe elements of the workers' compensation insurance programs in the U.S. and the potential to utilize the records for public health purposes. Public health agencies, the workers' compensation industry, trade associations and the state-level programs share interests in utilizing these data to protect workers from occupational injuries and illnesses

Book excerpt: Many proactive initiatives undertaken by the foundry industry, including establishing ergonomic processes, incorporating ergonomic principles into new projects, and conducting facility walkthroughs to identify injury risks have resulted in a reduction in worker injuries and illnesses. Employees working in foundries are often exposed to ergonomics-related injury risks, such as lifting heavy items, bending, reaching overhead, pushing and pulling heavy loads, working in awkward body postures, and performing the same or similar tasks repetitively. The physically demanding tasks performed during foundry operations may be responsible for the musculoskeletal disorders (MSDs) developed by workers in this industry. Foundry workers have higher MSD injury rates than workers in general industry and construction. Although many ergonomics-related risk factors exist in foundries, this industry has found ways to make the work less stressful through ergonomic solutions. The successful efforts of some foundries to address this important issue provide a sufficient basis for replicating these actions to better protect foundry workers. This publication provides recommendations for foundries to help increase employer and worker awareness of ergonomics-related risk factors, alleviate muscle fatigue, increase productivity, and reduce the number and severity of work-related MSDs. The general information in this publication is intended to provide foundry employers and workers with effective and practical solutions. It also aims to be a useful reference source when determining the need for ergonomic assistance for specific jobs, such as melting, mold preparation, casting, shakeout and core knockout, and cleaning and cut off. The recommendations and information presented here are intended to be a flexible framework to be adapted to the needs and resources of each individual foundry. The solutions recommended in this publication may also be beneficial in other industries, such as those that handle heavy materials, use tools for multiple processes, and work on parts of widely varying sizes and shapes. OSHA realizes that some foundries, particularly small ones, may need assistance with certain ergonomic solutions. This may include developing and implementing an ergonomic process or tailoring a recommended solution to a specific situation. Therefore, employers are encouraged to take advantage of OSHA's free consultation services to address these needs. This publication presents ergonomic solutions that are already implemented within some foundries. OSHA recommends that foundries consider these solutions in the context of a broader, systematic process that includes the elements described in this publication. Such a process will make it more likely that any solutions implemented will be both cost-effective and successful in reducing injuries. This document includes an introduction, a process for protecting workers, solutions that employers can use to help reduce MSDs in foundries, and additional sources of information on ergonomic applications in foundries.
