Chairman Sabo. Good morning. The House Budget Committee is in session for the purpose of another hearing on the President's 1995 budget proposal. Our witness this morning is Henry Cisneros, Secretary of Housing and Urban Affairs. Welcome to the Budget Committee, Mr. Secretary. Secretary Cisneros. Congressman. Chairman SaBO. You are gaining a reputation as a man who gets things done, whether in the case of the plight of the homeless on bitterly cold nights here in Washington or working tirelessly to help the newly homeless after the Los Angeles earthquake. You clearly have much more to do. You are taking on the tough task of reorganizing and revitalizing the Department of Housing and Urban Affairs and some of its agencies, like the Federal Housing Authority. You are also working to ensure that housing policies in this country are fair and nondiscriminatory. I would say that you face a fairly substantial task in explaining to Congress what are really some fundamental changes in direction expressed by your 1995 budget proposals. Overall, your Department receives a small increase in funding over 1994, but your funding is to be spent in very different ways. 1 understand the administration feels that there is enough spending authority already in the pipeline to meet some current housing construction neeas and that your planned increases in rental assistance will help cover the needs of additional poor families. I would like to hear more about that and about what you are doing to address some past findings that poor renter households have ended up paying excessive rents and living in substandard housing. But this will not increase the annuity in real dollars. If an individual were to retire with a pension of today, the automatic cost-of - living adjust ments would only ensure that his post retirement income stays cur rent over the remainder of his or her life and that their buying power neither grows nor diminishes. The problem with delaying colas for Federal annuitants is that it does decrease the annuity and does decrease the recipient's buy ing power. Otherwise, we wouldn't have been able to score about $3 billion in savings from the cola delays. A policy which puts colas on different schedules for different groups of retirees does unfairly impact the losing group. Federal civilian retirees and mili tary retirees are both federally funded retirement programs. We shouldn't discriminate against a single class of annuitants. It has never been the policy of the budget committee to create separate classes of Federal annuitants. The fiscal year 1994 budget resolution did contain equal provisions for both Federal civilian and military retirees. The problem arose after the debate on the budget resolution and with the reconciliation. As you know, mili tary and Federal personnel issues are handled by two different major committees. Armed Services has jurisdiction over the mili tary retirees while the Post Office and Civil Service has jurisdiction over the Federal civilian retirees. As you remember, the Budget Committee's recommendations were originally based on a proposal to limit civilian and military retirement colas to one-half the rate of in ation for retirees under the age of 62 up to a maximum cola of $400 for fiscal year 1994. This assumption generated much larger savings under the military retirement program than the civil service retirement pro gram because there are more military retirees under age 62 than civilian. In 1992, for example, about 55 percent of military retirees were under 62. This compares to only about 15 percent of the civil ian retirees.
