Case studies, based on interviews carried out at the University of Portsmouth’s Institute of Criminal Justice Studies, in the United Kingdom, reveal that victims and complainants are routinely discredited by police agencies. Whilst in the United States, victims may include anyone subjected to police interrogation, particularly those of African-American origin, complainants across the globe may include victims of rape, bereaved families, and individual officers. The reason why certain victims and complainants are targeted by policing agencies is complex and leads to an investigation into police bias, covert practices, and one of the most common areas of policing: road death investigations. Consequently, other members of the criminal justice system, such as prosecutors, coroners, and hospital pathologists (medical examiners) are shown to often corroborate the police’s version of events compromising victims’ rights and the very nature of justice. Given recent miscarriages of justice and public relation campaigns on behalf of the police, Eccy de Jonge argues that never before has a greater openness on the inner workings of the police been needed to fully support the interests of those the criminal justice system is meant to serve.

Legitimacy is lost when the police either fail to protect the public or rely on coercion rather than consent to achieve that protection. Recovering Police Legitimacy challenges conventional criminological, political, and public solutions to the problem by approaching it from the bottom up, beginning with policing as a practice constituted by a unique set of excellences, skills, and characteristics. The author draws on his experience as a police officer and on the serial fictions of James Ellroy, David Peace, and Nic Pizzolatto to characterise the practice in terms of heroic struggle, edgework, absolute sacrifice, and worldmaking. These characteristics provide an analytic tool for revolutionising our understanding of the relations among policing as a situated practice, public protection, and police legitimacy and for identifying the different levels at which legitimacy is undermined. His conclusion is that recovery is possible but will be slow in pace and incomplete in scope. Written accessibly for students, police officers, policymakers, scholars, and anyone with an interest in police legitimacy, this is a groundbreaking study of a pressing social problem.

The policing of protest engages several human rights, including freedom of expression and assembly, the right to life, the prohibition against inhuman or degrading treatment, and rights to liberty and privacy. The report welcomes the advance cooperation between the police and organisers of the TUC march, and the planned involvement of human rights observers in the control room on the day of the march itself. It also welcomes police initiatives to communicate better with protestors by using leaflets and Twitter. But concerns remain about kettling and the use of batons, including: a lack of clarity about the circumstances in which the police can resort to containment or 'kettling', and the apparent lack of opportunity for non-violent protesters to leave; the lack of specific guidance setting out the circumstances in which the use of the baton against the head might be justifiable. To meet the human rights requirement that the use of force should be proportionate, operational guidance to frontline officers needs to address this issue specifically and directly; the need for a nimble system for assimilating lessons learned.
