Established in July 1973 to solve the cumbersome command and control issues of the old US Continental Army Command (CONARC), TRADOC's mission was to oversee Army schools, training, doctrine, and combat developments. Through time those missions have evolved, and TRADOC also has become responsible for preparing the Army for war and functioning as the Army's "architect of the future." General William E. DePuy, TRADOC's first commander, understood that the Army required sound training, coherent organization, modem weapon systems, and relevant doctrine. His successors built on that foundation and addressed the need for future planning. Readers will learn that TRADOC's story is generally one of success. Still, as this monograph is published in spring 2013, the full effects of about a dozen years of conflict in Southwest Asia as part of the Global War on Terrorism, the 2005 Base Realignment and Closure effort that largely concluded in 2011, and now the fiscal uncertainty caused by the budgetary process known colloquially as "sequestration" altogether are presenting TRADOC with a set of "postwar'' challenges that bear useful comparison to those the nation and the Army faced when the command was established in the wake of Vietnam. Where these trials will take TRADOC in the years to come cannot, of course, be determined with certainty right now. Assuming that the past is a reliable guide to the future (which is one of the compelling justifications for the study of history in the first place), then the Army is likely to continue to need an organization to train and educate Soldiers, to formulate and promulgate doctrine, to devise and determine weapons and organizations, and to puzzle out tomorrow's Army. TRADOC's future survival, therefore, seems to be imperative to a successful US Army. This latest version of Victory Starts Here provides an overview of 40 years of TRADOC's service to the Army and the nation.

The war in Vietnam had gone badly and public attitudes about it shifted from indifference, to acceptance, to protest. Army Chief of Staff General Creighton Abrams directed a major reorganization of the Army and appointed William E. DePuy (1919–1992) commander of the newly established Training and Doctrine Command (TRADOC), in 1973. DePuy already had a distinguished record in positions of trust and high responsibility: successful infantry battalion command and division G-3 in World War II by the age of twenty-five; Assistant Military Attaché in Hungary; detail to CIA in the Korean War; alternating tours on the Army Staff and in command of troops. As a general officer he was General Westmoreland's operations officer in Saigon; commander of the 1st Infantry Division in Vietnam; Special Assistant to the Chairman, Joint Chiefs of Staff; and Assistant Vice Chief of Staff, Army. But it was as TRADOC Commander that DePuy made his major contribution in integrating training, doctrine, combat developments, and management in the U.S. Army. He regenerated a deflated post-Vietnam Army, effectively cultivating a military force prepared to fight and win in modern war. General William E. DePuy: Preparing the Army for Modern War is the first full-length biography of this key figure in the history of the U.S. Army in the twentieth century. Author Henry G. Gole mined secondary and primary sources, including DePuy's personal papers and extensive archival material, and he interviewed peers, subordinates, family members, and close observers to describe and analyze DePuy's unique contributions to the Army and nation. Gole guides the reader from DePuy's boyhood and college days in South Dakota through the major events and achievements of his life. DePuy was commissioned from the ROTC six months before the attack on Pearl Harbor, witnessed poor training and leadership in a mobilizing Army, and served in the 357th Infantry Regiment in Europe—from the bloody fighting in Normandy until victory in May 1945, when DePuy was stationed in Czechoslovakia. Although shortened and carrying a new title, "Transforming the Army" owes a great debt to "Prepare the Army for War," two editions of which commemorated TRADOC's 20th and 25th anniversaries. The author hopes that the volume's easier transportability makes up in some measure for the loss of material that fell to the cutting room floor during the process of condensation. Contributors to the 1993 edition, including primary author and editor John L. Romjue and Susan Canedy, deserve continuing thanks. For this volume, new primary author and editor Anne Chapman, Benjamin King, and Carol Lilly have worked diligently to slim and update "Prepare the Army for War" and its useful appendices. Text of the original work remains accessible through TRADOC's web page. The former appendices now stand on their own for ease of updating, but remain linked to the text of both this history and "Prepare the Army for War" at their online locations. TRADOC's story is generally one of success. Army operations since 1973 provide the historical evidence upon which this conclusion is based. As noted in the preface to "Prepare the Army for War," the Army's hierarchical nature focuses any study upon its leaders, and this overview is no different. All of the elements that have constituted TRADOC through the years have reflected the intent of its commanding generals. Nevertheless, it remains for the soldiers and civilians making up the command to execute and shape the commander's intent. Therefore, the first dedication of this overview still rightly belongs to General William DePuy. His command produced the single most far-reaching transformation of the Army until the efforts at the beginning of the 21st Century.
