There are four years still to go until the Games take place and the NAO has set out a number of conclusions and recommendations regarding progress, including and covering the following areas: (1) On programme management and risk. The Government Olympic Committee should establish that the various delivery organisations are able to maintain their programme plan and that all arrangements for achieving their goals are up-to-date; also that GOE should align its risk assessments with the overarching programme plan it is setting in place; (2) On budget management. That the assessment criteria for applications to use contingency funds should allow for spend and save use of contingency, that is spending more on one project if it can help avoid delays later in other areas. (3) On evaluation of legacy benefits. The evaluation framework should set baselines against which to measure legacy benefits and disentangle the effects of the Games from other regeneration activities; (4) On management supplier performance. The Olympic Delivery Authority should be able to show by the end of 2008 that the systems for monitoring supplier performance across all objectives are in place and operating effectively; further the Authority needs to communicate to the suppliers the importance of collaborative working and also the Authority should establish whether effective competition is being acheived by suppliers. The NAO's overall conclusion is that preparations for the Games have progressed in important ways. The construction programme is on track; good practice is evident in the way procurement is being handled; the cost estimates have been developed and a clear baseline has been set for assessing costs and progress in the delivery of the venues and associated infrastructures. However, the Home Office and the London Organising Committee for the Olympic and Paralympic Games (LOCOG) have not yet agreed the precise responsibilities, scope and costs for venues security operations. Concerns remain over: the location of the Media Centre away from the Stratford transport hub and the securing of intended legacy benefits from the Olympic Park and associated venues, including the Media Centre; and the risk of LOCOG being in deficit after the Games.

While £1,270 million of the original £2,747 million contingency within the Olympic budget now remains and is available to the Olympic Delivery Authority, the majority is earmarked to meet known risks, leaving only £194 million 'headroom'. It may be that not all of the known risks will materialise, but new cost pressures continue to emerge. Staying within the budget also depends on receiving some £600 million receipts from the Olympic Village development. There is the risk of a deficit in the London Organising Committee (LOCOG) and there is no contingency fund in its budget. Some £400 million of the income LOCOG still needs is to come from the sale of tickets. It is still not clear what will happen to major assets, including the Stadium and Media Centre, after the Games, and the consequent timing and value of any reimbursements to funders, including the National Lottery.

There is now a last minute scramble to make sure there will be enough security personnel on the ground. In evidence given before Christmas, all those concerned gave assurances that the contract could be met despite more than doubling the number of guards. No credible explanation has been given for an astonishing twelve-fold hike in management costs, from £10 million to £125 million, and G4S still has not been able to deliver. Now troops are having to be drafted in. The Home Office needs to get a grip on LOCOG and G4S urgently. It is still not known just how many security guards will actually be delivered or whether G4S will face any penalty. The Committee will carry out a post-mortem in September. There is also dissatisfaction with how the DCMS has engaged with the Committee. Legitimate monitoring of implementation has been an unnecessarily frustrating process, characterized by a resistance to giving clear and consistent information and a readiness to depart from proper ways of conducting public business. A big concern is that the Department has no intention of producing a single auditable account for the Games, drawing together both the costs within the Public Sector Funding Package of £9.3 billion and those outside. Progress with the complex operational planning required for Games time has also been strengthened since the NAO last reported. The overall cost to the public purse of security during the Games has increased from £600 million to £757 million. The final cost of the Games is inherently uncertain. While the responsibility for important areas of cost has been resolved, £498 million of new scope has been added and there is now less contingency available to manage risk. £974 million contingency in the Public Sector Funding Package remains. Risks have been reduced but there can be no guarantee that the remaining contingency will be sufficient to cover further unknown risks to the Game. Progress has also been made in firming up the finances of LOCOG but there are still concerns that if it does not break even, public funding will be required. The report calls for an estimate of the net benefits expected to accrue to the UK which can be directly attributed to the Games.

Operational and financial risks have emerged in areas of the London Organising Committee of the Olympic and Paralympic Games' responsibility, and LOCOG itself now has almost no contingency left to meet further costs, even though it has done well in its revenue generation. The number of security guards required in and around the venues has more than doubled, and renegotiation of the contract for venue security does not appear to have secured any price advantage. With only 109,000 new people regularly participating in sport against an original target (which the new Government chose not to adopt) of 1 million by March 2013, the Department for Culture, Media and Sport has got poor value for money for the £450 million spent through sporting National Governing Bodies. It is unclear what the sporting participation legacy of the Games is intended to be. Responsibility for delivery of all legacy matters is shared across many different parts of Government, and this rings alarm bells about the effective integration of the various legacy plans and about clear accountability to the taxpayer.

Substantial further public funding is likely to be required in addition to the public sector funding package of £2.375 billion that was agreed before the bid. The Government is also to provide £1.044 billion towards the costs of infrastructure on the site of the Olympic Park. LOCOG has a budget of £2 billion for staging the Games. The main areas of risk that need to be managed are: delivering the Games against an immovable deadline; the need for strong governance and delivery structures given the complexity of the project; the requirement for the budget to be clearly determined and effectively managed; applying effective procurement practices; planning for a lasting legacy; the installation of effective progress monitoring and risk management arrangements.

The construction project was 91.9 per cent complete at the end of September 2011, against a target of 92.5 per cent. Fourteen of the 26 construction projects have been completed and handed over and the remaining projects are on course. The Olympic Delivery Authority has also either completed, or is on course to complete, its transport infrastructure projects, such as increasing capacity on the Docklands Light Railway. However, detailed work by the delivery bodies has identified significant challenges. The likely cost of venue security for the taxpayer, for one, has nearly doubled: the latest estimate is £553 million, an increase of £271 million. The London Organising Committee, LOCOG, had estimated that it would need 10,000 security guards. The current estimate is for as many as 23,700. In transport planning, there have been delays to the full integration of some elements of the transport programme. Until this is completed, it will not be possible to inform local authorities, businesses and individuals of the full impact of the Games on transport in London. It will also be years before the value for money of legacy projects, a key element of London's bid, can be fully assessed

Book excerpt: At the time of London's bid to host the Olympic and Paralympic Games in 2012 the cost of the Games was estimated to be just over £4 billion. The costs were to be met by public sector funding of £3.4 billion, with a further £738 million from the private sector. After London was awarded the Games, the Department for Culture, Media and Sport and the Olympic Delivery Authority reviewed the cost estimates and in March 2007 announced a budget of £9.325 billion. The Department has stated that public sector funding will not exceed this figure. The March 2007 budget included contingency provision of £2.747 billion. This sum was not included at the time of the bid. The March 2007 budget also included a preliminary estimate of £600 million for policing and wider security, over and above the cost of site security during construction. No estimate for the cost of policing and wider security was included at the time of the bid. In addition, the Olympic Delivery Authority's programme delivery budget has risen to £570 million, compared with an original estimate of just £16 million. Cost estimates have increased by £5.3 billion, but a significantly lower expectation for private sector funding towards the cost of venues and infrastructure, and the Olympic Village, means the public funding has increased by £5.9 billion. The final cost will depend on disposal of assets after the Games. There is no basis on which to measure achievements regarding the projected legacy benefits of the Games. Book excerpt: This is the second in a series of National Audit Office reports on the preparations for hosting the London 2012 Olympic and Paralympic Games (the first report was HC 252, session 2006-07, ISBN 9780102944273). It examines the development of the budget - costs, provisions and funding - for the venues and infrastructure required to host the Games and related costs such as security. On 15 March 2007 the Secretary of State for Culture, Media and Sport announced to Parliament the budget for the Games and infrastructure associated with the Olympic Park and other venues totalling £9.325 billion, some £5.289 billion higher than the cost estimate at the time of the bid in gross terms. This increase in cost estimates, along with a reduction in anticipated private sector funding, means that public sector funding for the Games has increased by £5.906 billion (which includes contingency of £2.747 billion which may not be used in full.) The overall conclusion is that the budget announced in March 2007 represents a significant step forward in putting the Games on a sound financial footing and should help those involved in delivering the Olympic programme to move forward with greater confidence. The budget process followed has been thorough, and the judgements and assumptions made by the Department and the Olympic Delivery Authority have been informed by detailed analysis and expert advice. Significant areas of uncertainty remain such as the finalisation of detailed design specifications, the legacy benefits to be delivered, how potential suppliers will respond to invitations to bid for work, and the impact of inflation in construction prices, as reflected in the high level of contingency that has been provided for. A number of recommendations are made covering the management of the budget and risk.
