Book excerpt: This final report describes the activities and outcomes of a federally funded project that was designed to increase the availability of graduate level Essential Early Educators in Vermont who can: (1) provide integrated, family-centered, early childhood special education services to young children with disabilities and their families; (2) provide direct and consultative services across home, center, and inclusive community-based settings; (3) work with other agencies and disciplines to implement a comprehensive, coordinated system of services; and (4) assume the multiple education and leadership roles required for coordinating, implementing, and evaluating early childhood special education services in rural, sparsely populated settings. The project established and maintained a representative statewide Advisory Council to oversee activities related to Vermont's goals of establishing a unified system of early care, education, and intervention services. The project also succeeded in recruiting 28 participants from Head Start, Parent-Child Centers, child care, preschool and kindergarten programs to train to become Essential Early Educators. Appendices include the training strand for a master's in special education with an emphasis in Essential Early Education, and the training strand for a master's in special education with an emphasis in leadership. Book excerpt: This book is designed to provide guidance on effective practices that are related to better outcomes for young children with disabilities, their families, and the personnel who serve them. Practices were identified through focus groups of stakeholders: practitioners, personnel trainers, researchers, administrators, and family members. These practices were integrated with those found from an extensive review of the literature. The resulting practices underwent a field validation. After an introductory chapter, chapters are provided that list recommended practices in the following areas: (1) assessment; (2) child-focused interventions; (3) family-based interventions; (4) interdisciplinary models; (5) technology applications; (6) polices, procedures, and systems change; and (7) personnel preparation. Each of these chapters begins with an introductory statement written by the research strand chair and includes the organizing principles or key features that serve as the foundation of each strand. Also included are definitions of terms that are specific to the strand. A listing of the recommended practices follows. Chapters 9 and 10 discuss methods and activities used to produce the recommended practices and provide applications to illustrate ways the practices can be used in the field. Appendices include information on applicable federal laws and resources and position papers. (Chapters include references.) (CR)

Book excerpt: Nearly all young children grow, learn, and develop within a family context, and many teachers, therapists, health providers, and students of these disciplines need to be better prepared to work with families of children who have special needs. For professors and staff development specialists working to sharpen the skills of students and working professionals in family-centered early intervention, a comprehensive, easy-to-use resource is essential. This informative textbook puts practical information on family-centered care, collaborative team building, and coordination of services into the hands of those who need it. Featuring a variety of learning aids and hands-on, field-tested activities, Partnerships in Family-Centered Care: A Guide to Collaborative Early Intervention offers straightforward guidance to enhance students' abilities to ensure the inclusion of families as primary members of the intervention team, provide services that address the priorities of the entire family, implement Part H of the Individuals with Disabilities Education Act (IDEA), identify and remove the "overlapping" of service delivery within the human services system, and coordinate the provision of services and supports in ways that take into account the unique resources and concerns of all families.

Book excerpt: An Introduction to Young Children With Delays and Disabilities: Birth Through Age Eight introduces readers to educational policies, services, and practices for future educators serving young children birth through age eight with delays and disabilities in early intervention/early childhood special education (EI/ECSE). Thoughtfully and comprehensively addressing the needs of young children and their families, esteemed authors Richard M. Gargiulo and Jennifer L. Kilgo offer interventions and instructional techniques that provide students with a broad understanding of important theoretical and philosophical foundations, including evidence-based decision making, cultural and linguistic responsiveness, and appropriate instruction and interventions in classroom settings and beyond. The Sixth Edition has been thoroughly updated to incorporate the Initial Practice-Based Professional Preparation Standards for Early Interventionists/Early Childhood Special Educators developed by the Division for Early Childhood (DEC) and Council for Exceptional Children (CEC) in 2020, as well as the DEC Recommended Practices. The revised text reflects these standards and practices in crucial content around assessment processes, partnering with families, teaming and collaboration, and services in natural environments, among many other updates to provide contemporary information and resources for future educators.
