Book excerpt: ‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

Book excerpt: In the century and a half since Victoria was granted responsible government in 1856, 44 premiers have presided over the state and colony, from 'Honest' William Haines to Steve Bracks. Here is their story. For the first time this book brings together a comprehensive collection of biographical and political portraits of the Victorian premiers written by leading Australian historians and political scientists. The result is a compelling journey through a turbulent, occasionally anarchic, political landscape. A cast of fascinating characters is brought to life--the mercurial Graham Berry, who in the 1870s threatened broken heads and flaming houses in his heroic struggle to tame the colony's intractably conservative upper house; the roguish Tommy Bent, the turn of the century 'can do' premier whose development enthusiasms were unhindered by probities of office; the bohemian Tom Hollway, who conducted Victoria's affairs from his suite in the Windsor Hotel; the 'accidental' leader Henry Bolte, who became Victoria's longest serving premier; and the larrikin metropolitan, Jeff Kennett, who turned the state into a neo-liberal laboratory in the 1990s. A tale of premiers, the book is also a narrative of politics in a state that has vied with New South Wales as Australia's most prosperous and powerful. It recounts many extraordinary episodes: the precocious development of democracy in a fledgling colony turned upside down by gold immigrants; the titanic bicameral struggles of the 1860s and 1870s that brought Victoria to the brink of insurrection; the bank crashes of the 1890s; the police strike of 1923; the great Labor split of the 1950s; the hanging of Ronald Ryan in 1967; the social democratic adventurism of the Labor decade of the 1980s brought to a shuddering halt by another era of financial collapses; and the neo-liberal experimentalism of the Kennett government. This carefully researched and engagingly written book will leave the reader in no doubt that politics in the 'Garden State' has seldom been sedate and its premiers rarely predictable.

This book argues it has in respect of the prime ministerial advisory system. The prime minister has become a president in the eyes of the electorate but remains a prime minister according to the constitution. To bridge this gap between their political and constitutional positions prime ministers have been forced to stretch the constitutional rules about advice, and presidentialize their advisory systems.

Book excerpt: Written by former minister and Labor historian Rodney Cavalier, Power Crisis is an explosive account of the self-destruction of the New South Wales Labor government, which has seen a turnover of four premiers in five years, and is heading for rejection and even humiliation by voters at the next state election. While the catalyst was the thwarted attempt to privatise electricity, Cavalier reveals that the real issue is the takeover of Labor by a professional political class without connection to the broader community or the party's traditions. Featuring interviews with ex-premiers Iemma and Rees, Power Crisis contrasts the current turmoil and self-indulgence with the stability within New South Wales Labor over generations before, and asks, 'What went wrong?'

Available in PDF, EPUB and Kindle. Book excerpt: This book sets out a novel approach to public policy in democratic political systems. The idea is that government or executives are like investors who act of on behalf of the public. Political leaders make choices about which policies to follow and seek to get re-elected as a result. The book takes the well-known case of Britain where the governing party and Prime Minister make the key decisions about which policies to follow. The period is from 1971 to 2000,when the country faced a varied set of circumstances ranging from inflation, and unemployment to economic growth. The book shows how leaders coped in these conditions and used their control over policy tohelp get their governments re-elected. The book offers a comprehensive theory of public policy investment, which may be used by scholars to apply to countries with very different institutions to those of Britain.

Available in PDF, EPUB and Kindle. Book excerpt: Richer Than God is an authoritative, emotional, provocative account of Manchester City's takeover by Sheikh Mansour, culminating in their remarkable last minute Premier League title victory in May 2012. By placing the club's extraordinary current rise in the wider context of its patchy modern history, this is also the story of English football's transformation--from the battlegrounds of the 1980s to today's moneyed, seated, global entertainment. Conn is led to question the very nature of football clubs and being a supporter, the underlying values and running of what used to be called "the people's game." A labor of love, this powerfully told account of Manchester City's fall and rise, based on meticulous research over many years, and exclusive access and interviews with key figures, is written in the gripping, revelatory style Conn has made his trademark.

It incorporated the traditions of the “inspectorial system” developed by William Wilkins, the first permanent district superintendent and inspector of schools appointed by the National Board of Education on 1 July 1854. Although the inspectorate was abolished on 1 April 1990, the Institute of Senior Educational Administrators continued to provide industrial coverage for chief education officers and to serve as their professional association. This history is a sociological and political examination of an organizational entity and the power it exerted in NSW public education over the last 100 years.
