Book excerpt: Women workers and the revolutionary origins of the modern welfare state In May 1790, the French National Assembly created spinning workshops (ateliers de filature) for thousands of unemployed women in Paris. These ateliers disclose new aspects of the process which transformed Old Regime charity into revolutionary welfare initiatives characterized by secularization, centralization, and entitlements based on citizenship. This study is the first to examine women and the welfare state in its formative period at a time when modern concepts of human rights were elaborated. In The Origins of the Welfare State, Lisa DiCaprio reveals how the women working in the ateliers, municipal welfare officials, and the national government vied to define the meaning of revolutionary welfare throughout the Revolution. Presenting demands for improved wages and working conditions to a wide array of revolutionary officials, the women workers exercised their rights as "passive citizens" capaciously and shaped the meanings of work, welfare, and citizenship. Looking backward to the Old Regime and forward to the nineteenth century, this study explores the interventionist spirit that characterized liberalism in the eighteenth century and serves as a bridge to the history of entitlements in the nineteenth and twentieth centuries.

In this study, Adams probes the accomplishments and the failings of these so-called dépôts de mendicité, as seen by critics of the experiment (including learned judges and influential spokesmen of the provincial Estates) and as seen by those responsible for its success: the provincial intendants, the royal engineers, the doctors, the inspectors, the contractors, and various givers of advice. He shows how the debate--both internal and external--over the operation of the dépôts contributed to the intellectual ferment of the Enlightenment and the Revolution. The resulting web of reasoning and empirical data gave support to Montesquieu's principle that the state owes every one of its citizens "a secure subsistence, suitable food and clothing, and a manner of life that is not contrary to good health."

Book excerpt: How social and intellectual changes undermine our justifications for the welfare state The welfare state has come under severe pressure internationally, partly for the well-known reasons of slowing economic growth and declining confidence in the public sector. According to the influential social theorist Pierre Rosanvallon, however, there is also a deeper and less familiar reason for the crisis of the welfare state. He shows here that a fundamental practical and philosophical justification for traditional welfare policies—that all citizens share equal risks—has been undermined by social and intellectual change. If we wish to achieve the goals of social solidarity and civic equality for which the welfare state was founded, Rosanvallon argues, we must radically rethink social programs. Rosanvallon begins by tracing the history of the welfare state and its founding premise that risks, especially the risks of illness and unemployment, are equally distributed and unpredictable. He shows that this idea has become untenable because of economic diversification and advances in statistical and risk analysis. It is truer than ever before—and far more susceptible to analysis—that some individuals will face much greater risks than others because of their jobs and lifestyle choices. Rosanvallon argues that social policies must be more narrowly targeted. And he draws on evidence from around the world, in particular France and the United States, to show that such programs as unemployment insurance and workfare could better reflect individual needs by, for example, making more explicit use of contracts between the providers and receivers of benefits. His arguments have broad implications for welfare programs everywhere and for our understanding of citizenship in modern democracies and economies.

The northern Italian artist Giacomo Ceruti (1698–1767) was born in Milan and active in Brescia and Bergamo. For his distinctive, large-scale paintings of low-income tradespeople and individuals experiencing homelessness, whom he portrayed with dignity and sympathy, Ceruti came to be known as Il Pitocchetto (the little beggar). Accompanying the first US exhibition to focus solely on Ceruti, this publication explores relationships between art, patronage, and economic inequality in early modern Europe, considering why these paintings were commissioned and by whom, where such works were exhibited, and what they signified to contemporary audiences. Essays and a generous plate section contextualize and closely examine Ceruti’s pictures of laborers and the unhoused, whom he presented as protagonists with distinct stories rather than as generic types. Topics include depictions of marginalized subjects in the history of early modern European art, the career of the artist and his significance in the history of European painting, and period discourses around poverty and social support. A detailed exhibition checklist, complete with provenance, exhibition history, and bibliography, provides information critical for the further understanding of Ceruti’s oeuvre.
