In the quarter of a century since, these weapons have constituted one of the three legs of the strategic triad--the basis of America's strategy of deterring nuclear war--yet they have received less attention from the public and within the Air Force than the more glamorous manned bombers of the Strategic Air Command or the missile-launching submarines of the U.S. Navy. This volume attempts to correct the imbalance by telling the story of the development of Air Force ballistic missiles. It concentrates on the first generation of ballistic missiles: the intercontinental Atlas and Titan, and the intermediate range Thor. Although the effort to develop rockets has a longer history than commonly assumed, the modern history spans the relatively short era from 1945 to 1960. The first generation of missile projects laid the groundwork for a later and much more successful range of weapons. Navaho and Rascal proved the technologies that were later used for the AGM-28 Hound Dog and AGM-69 SRAM missiles. These same technologies later gave birth to the current generation of cruise missiles. These can be seen as a successful implementation of the design concepts first developed in the late 1940s. Today, in the second decade of the 21st century, pilotless aircraft are a widely used and deadly part of the American airborne arsenal. Technology has caught up with the visions of those who had conceived the first generation of guided missiles in the 1940s.

The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Certainly, it far exceeds in scope any other program attempted during a peacetime period. The objective of the program was far more than just the attainment of operational weapon systems. The continuance of peace, an uneasy one to be sure, and the very future and well-being of the "free world" depended in large measure upon a successful and energetic prosecution of the ballistic missile program. The United States Air Force, apprised through the media of several special studies of both the urgent requirement for rocket-propelled missiles and of recent major technological advances and possibilities, responded in 1954 with the establishment of a unique organization and management structure to carry out the important job. The structure was designed to harness the composite skills, knowledge, and facilities of the military service, the scientific world, and American industry in a major, concerted effort. No less important, the Air Force expected the new approach to compress the development-production-operation cycle by eliminating much of the inherent "red tape" so characteristic of the coordinating and decision-making processes at the various echelons of command and control. The Secretary of Defense and the President took special measures at their levels. They established special units and instituted special procedures--all for the purpose of easing the management task. They assigned the highest priority ratings to the program and removed likely areas of administrative impediments. Finally, they kept themselves intimately informed on each step of progress during the course of the program.
