Available in PDF, EPUB and Kindle. Book excerpt: Vehicular traffic moving through rural sections of Interstate 35 in Texas is growing at a dramatic rate. The primary objective of this report is to demonstrate the future loss of personal mobility by the highway user on rural sections of the Interstate. A second primary objective is to lay the groundwork for a comprehensive economic analysis of the problems associated with large traffic flows by using rural IH-35 as an example of a high-traffic corridor. Additionally, this report will provide a foundation for suggesting alternative solutions to the problem of traffic congestion on high-traffic corridors. By demonstrating the problems of growing traffic demand on rural high-traffic corridors in Texas, and by building on the findings of an earlier study, we suggest that a supercorridor--also known as a managed transportation system (MTS)--continues to be a feasible option for mitigating the growing traffic congestion problems on rural corridors.

The authors present a proven set of methodologies forevaluating transportation projects that ensures that all costs andimpacts are taken into consideration. The text's logical organization gets readers started with asolid foundation in basic principles and then progressively buildson that foundation. Topics covered include: Developing performance measures for evaluation, estimatingtravel demand, and costing transportation projects Performing an economic efficiency evaluation that accounts forsuch factors as travel time, safety, and vehicle operatingcosts Evaluating a project's impact on economic development and landuse as well as its impact on society and culture Assessing a project's environmental impact, including airquality, noise, ecology, water resources, and aesthetics Evaluating alternative projects on the basis of multipleperformance criteria Programming transportation investments so that resources can beoptimally allocated to meet facility-specific and system-widegoals Each chapter begins with basic definitions and concepts followedby a methodology for impact assessment. Relevant legislation isdiscussed and available software for performing evaluations ispresented. At the end of each chapter, readers are providedresources for detailed investigation of particular topics. Appendices to this report, including an annotated literature review, performance evaluation criteria, benefits monetization factors and unit costs, and net present value calculations for benefit-cost analysis, are available on the TRB website. This report and the supplemental information can be used by public agencies that may be considering CMV-only lane concepts in corridor studies or other planning applications. The report provides data such agencies can use to support their own evaluations of CMV-only lane projects.
