Community Consultation Team advised that there were community concerns with the location of the Rev 2 route. ... In preparation for the regulatory filing of the Rev 3 route it was considered prudent to review various alternative routes in the Willowlake area and recommend a solution that would support the expectations of the community. ... Through a series of community consultations, a request has been made to realign the Rev. 2 route in the vicinity of the Willowlake River onto the east side of the Mackenzie Highway. This reroute has been requested due to a desire to increase the separation distance of the pipeline from the residences near the mouth of the river, the presence of numerous archaeological sites on the west side of the highway, the presence of several springs on the west side of the highway that may be used as mineral licks by big game, and use of the lands on the west side of the highway for various traditional land uses. ... The routing considerations along this segment include: Minimizing the length and severity of sidehill to reduce the need for grading; Avoiding known archaeological sites; Avoiding encroachment on the residences at the mouth of the Willowlake River; Avoiding known springs; Avoiding pinch points; Optimizing the crossing of the Willowlake River to allow for both a horizontal directional drill and open cut; Minimizing the amount of grade and ditch rock encountered; and Minimizing the number and angle of sidebends to improve construction productivity. The following six route options were considered: Rev.2 route; Alternative #1, the current Rev. 2 route with a minor adjustment to tie-in the proposed future compressor station site; Alternative #2 with the northern and central portions common with the Rev. 2 route and a new river crossing east of the Rev. 2 crossing; Alternative #3 with a northern portion common with the Rev. 2 route and a river crossing near Enbridge; Alternative #4 (Preliminary Route) that generally parallels immediately to the west side of the Enbridge alignment between the Enbridge and the Mackenzie Highway; and Alignment #5 that is generally located to the east of Enbridge and the highway" -- ASTIS [online] database.
