Les mauvais traitements envers les enfants existent depuis toujours, mais l’ampleur de ce phénomène et les conséquences sur la santé des enfants a été prise en compte que dans les vingt dernières années. Malgré les progrès dans la reconnaissance de la maltraitance en tant que problème, les données relatives au nombre de victimes sont encore sous-estimées, par la difficulté dans la détection du phénomène.Dans les 65% des cas, l’auteur des mauvais traitements est proféré par des membres de la famille, avec un pourcentage plus élevé de mères, qui représentent les 60% des cas de maltraitance en général et les 83% de cas de négligence. Par conséquent, il est important de prendre en compte la famille dans son entier, et non pas seulement l’enfant maltraité. En effet, les parents nécessitent un soutien concernant leurs difficultés tant matérielles que celles liées aux capacités de l’exercice du rôle parental, dans une perspective à longue terme. Les infirmières puéricultrices des centres médicosociaux visitent dans le canton de Vaud plus de 80% des nouveau-nés. Elles jouent donc un rôle clé dans la prévention de la maltraitance envers les enfants en âge préscolaire.
