Book excerpt: This book presents the world of Hirose Tansō, a late Tokugawa period (1603-1868) educator whose goal was to train men of talent in practical learning for the benefit of the country. Tansō founded a private academy called Kangien in Hita City of present-day Oita prefecture. Some 3,000 young men from 64 of the then total 68 provinces of Japan were educated at Kangien during Tansō's 50-year career as educator and administrator. Firm in his conviction that the problems he and others faced in contemporary society would be solved by setting right the moral priorities of the people, Tansō established an educational program at Kangien based on the Neo-Confucian philosophical construct of reverence for Heaven. Tansō's educational program taught students reverence for Heaven by engaging in moral self-cultivation in the practice of actions of day-to-day behavior. Students were required to adhere to stringent school regulations governing every aspect of daily life at the school and to engage in a systematic study of a Confucian educational curriculum with concomitant, rigorous testing exercises. Tansō believed that an educational program supported by the twin pillars of regulations and curriculum would, by its very nature, accomplish social reform. The microcosm of society Tansō created at Kangien provides a window through which the reader can glimpse the confluence of three important components of late Tokugawa society, institutional development; philosophical trends; and social structure. The values that Tansō stressed, study; hard work; frugality; and promotion based on merit, were, in many ways, responsible for the relative ease with which Japan emerged from hundreds of years of self-imposed isolation and became a powerful modern nation.

A provision of the law permits the Secretary of Defense to waive tests if live fire testing would be "unreasonably expensive and impractical." Though no waiver was requested before the F-22 program entered engineering and manufacturing development, the Defense Department later asked that Congress enact legislation to permit a waiver to be granted retroactively. Rather than enact such legislation, Congress requested a study to explore the pros and cons of full-scale, full-up testing for the F-22 aircraft program. The book discusses the origin of testing requirements, evaluates the practicality, affordability, and cost-benefit of live fire tests, and examines the role of testing, modeling, and data bases in vulnerability assessment.

Praxiology, an unique Central European philosophical movement, embraces the study of purposeful and conscious action and the elements essential to each action, act, and causative act. Peirce and William James, and is based on the meaning of conceptions, defined in their practical bearings that guides actions and measures them by practical consequences of belief. Janz boldly changes this central question to "What is it to do philosophy in this (African) place?" in Philosophy in an African Place. Janz argues that African philosophy has spent a lot of time trying to define what African philosophy is, and in doing so has ironically been unable to properly conceptualize African lived experience. He goes on to claim that such conceptualization can only occur when the central question is changed from the spatial to a new, platial one. Philosophy in an African Place both opens up new questions within the field, and also establishes "philosophy-in-place", a mode of philosophy which begins from the places in which concepts have currency and shows how a truly creative philosophy can emerge from focusing on questioning, listening, and attending to difference.
