This data can be topographic but can also include information about the height of objects on the ground such as buildings, other types of infrastructure, and trees. Lidar (light detection and ranging) data can provide this information. Lidar technology has evolved quickly since the late 1990s; therefore, acquisition requirements have changed to keep pace with this relatively new remote sensing data source. Several government agencies have formed consortia with academic and research institutions to share costs. The goal of this document is to 1) make lidar users aware of the specifications that have been developed by the Puget Sound Lidar Consortium (PSLC) and the Oregon Lidar Consortium (OLC) for areas with heavy forest cover; 2) describe typical products that can be created using lidar data; and 3) make recommendations for developing specifications for acquiring lidar for natural-resource applications. An example of a lidar specification for a forestry application on the Coronado National Forest is included in the appendix.

Book excerpt: Three case study sites in Florida, South Carolina, and Texas were used to explore the consistency of canopy structure metrics and bare earth surface products generated from disparate lidar datasets collected with different pulse densities, acquisition dates and other collection specifications. In the areas where the datasets overlapped, the results of the comparison tests for consistency indicate that despite their differences in pulse density, acquisition date, and other specifications, the canopy structural metrics for canopy height, cover, and density were relatively consistent at the landscape level. When metrics where calculated and compared at the 25 meter pixel resolution the canopy height had an average root mean square error (RMSE) of 1.2 meters, canopy cover had an average RMSE of 7.25%, canopy density had an RMSE of 6.49%, and mid-story density strata had an average RMSE of 6.61%. The high resolution lidar derived digital elevation model (DEM) products showed minimal differences with an average RMSE of 0.23 meters across all three case studies. The comparisons were also conducted at finer scales (15m and 3m pixel sizes), resulting in increased error. Therefore, depending on a managers tolerance for error, it seems appropriate to combine, merge, or mosaic lidar-derived metrics from disparate lidar data sources at the appropriate scale.

Book excerpt: Forest ecosystems are a significant faction of the Earth's landscape, and accurate estimates of forest structures are important for understanding and predicting how forest ecosystems respond to climate change and human activities. Light detection and ranging (LiDAR) technology, an active remote sensing technology, can penetrate the forest canopy and greatly improve the efficiency and accuracy of mapping forest structures, compared to traditional passive optical remote sensing and radar technologies. However, currently, LiDAR has two major weaknesses, the lack of spectral information and the limited spatial coverage. These weaknesses have limited its accuracy in certain forestry applications (e.g., vegetation mapping) and its application in large-scale forest structure mapping. The aim of research described in this dissertation is to develop data fusion algorithms to address these limitations. In this dissertation, the effectiveness of LiDAR in estimating forest structures and therefore monitoring forest dynamics is first compared with aerial imagery by detecting forest fuel treatment activities at the local scale. Then, a vegetation mapping algorithm is developed based on the fusion of LiDAR data and aerial imagery. This algorithm can automatically determine the optimized number of vegetation units in a forest and take both the vegetation species and vegetation structure characteristics into account in classifying the vegetation types. To extend the use of LiDAR in mapping forest structures in areas without LiDAR coverage, a data fusion algorithm is proposed to map fine-resolution tree height from airborne LiDAR, spaceborne LiDAR, optical imagery and radar data in regional scale. Finally, this dissertation further investigates the methodology to integrate spaceborne LiDAR, optical imagery, radar data and climate surfaces for the purpose of mapping national- to global-scale forest aboveground biomass. The proposed data fusion algorithms and the generated regional to global forest structure parameters will have important applications in ecological and hydrologic studies and forest management.

Used to help map, monitor, and assess natural resources, LiDAR data were first embraced by forestry professionals in Scandinavia as a tool for conducting forest inventories in the mid to late 1990s. Thus early LiDAR theory and applications were developed for commercial forests typical of a region with gentle topography; conditions far different from those of the temperate rain forests of the Pacific Northwest. To develop LiDAR data acquisition specifications and analysis methods specific to the Pacific Northwest, scientists with the Pacific Northwest Research Station improved calculations for local conditions. Their aim was to ensure that laser-based estimates of key forest inventory parameters such as vegetation height, and attributes such as volume and biomass were free from serious biases. Based on this research, recommendations for determining optimal LiDAR acquisition specifications have since been adopted as general specifications by the Oregon Department of Geology and Mineral Industries, which leads a consortium of laser data users in the state. These developments have been instrumental in making LiDAR a useful tool in forest management and planning within the region.
