Available in PDF, EPUB and Kindle. Book excerpt: Access to reliable electricity is a prerequisite for the economic transformation of African economies, especially in a digital age. Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life. Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region—one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas.

Book excerpt: Master's Thesis from the year 2015 in the subject Economics - Case Scenarios, grade: 65, Aston University, language: English, abstract: The slow and deteriorating performance of the electricity power sector over the last few decades triggered the Federal Government of Nigeria to embark on a power sector reform program. This study examines the impact of the power sector reform (restructuring and privatization) on the performance of the electricity sector in Nigeria over the past twenty-five (25) years. Relevant electricity indicators are used to access the performance changes in three significant period; pure state-ownership, transition (restructuring and unbundling) and full privatization of the sector. The study also assesses how the effect of the economic environment, regulatory governance and political climate/effectiveness within the period contributes to the improvements in the electricity sector. The results shows that privatization is associated with improvement in the technical efficiency, access to electricity, electricity consumption per capita and an increase in electricity tariff in the sector. Furthermore, the results highlight the significant relationship between regulatory governance and a robust economy on the performance changes observed in the power industry.

Book excerpt: The Resilience of the Electric Power Delivery System in Response to Terrorism and Natural Disasters is the summary of a workshop convened in February 2013 as a follow-up to the release of the National Research Council report Terrorism and the Electric Power Delivery System. That report had been written in 2007 for the Department of Homeland Security, but publication was delayed because of security concerns. While most of the committee's findings were still relevant, many developments affecting vulnerability had occurred in the interval. The 2013 workshop was a discussion of the committee\'s results, what had changed in recent years, and how lessons learned about the grid's resilience to terrorism could be applied to other threats to the grid resulting from natural disasters. The purpose was not to translate the entire report into the present, but to focus on key issues relevant to making the grid sufficiently robust that it could handle inevitable failures without disastrous impact. The workshop focused on five key areas: physical vulnerabilities of the grid; cybersecurity; mitigation and response to outages; community resilience and the provision of critical services; and future technologies and policies that could enhance the resilience of the electric power delivery system. The electric power transmission and distribution system (the grid) is an extraordinarily complex network of wires, transformers, and associated equipment and control software designed to transmit electricity from where it is generated, usually in centralized power plants, to commercial, residential, and industrial users. Because the U.S. infrastructure has become increasingly dependent on electricity, vulnerabilities in the grid have the potential to cascade well beyond whether the lights turn on, impacting among other basic services such as the fueling infrastructure, the economic system, and emergency services. The Resilience of the Electric Power Delivery System in Response to Terrorism and Natural Disasters discusses physical vulnerabilities and the cybersecurity of the grid, ways in which communities respond to widespread outages and how to minimize these impacts, the grid of tomorrow, and how resilience can be encouraged and built into the grid in the future.

Book excerpt: In this book, a number of long-term energy scenarios are developed for Nigeria considering the impact of vital factors that may influence energy policies in the country’s future energy system. The energy scenarios were developed through the Long-Range Energy Alternatives Planning System (LEAP) model. The model identified the future energy demand and supply pattern using a least-cost combination of technology options while limiting the emission of greenhouse gases. The book presents four scenarios, and key parameters considered include GDP, households, population, urbanization and the growth rates of energy-intensive sectors. Further, it highlights the findings of the cost-benefit analysis, which reveal the costs of implementing selected policies and strategies in Nigeria, including those focusing on energy efficiency and fuel/technology switching. The book also discusses the application of the LEAP-OSeMOSYS Model in order to identify lowest-cost power plants for electricity generation. Some sustainable strategies that can ensure a low carbon development in Nigeria are also explored on the basis of successful country cases in relation to the Nigerian LEAP model. As such, the book will help policy makers devise energy and sustainable strategies to achieve low carbon development in Nigeria.

The necessity lies in the fact that electricity affects every aspect of our economy. Nigeria should aim towards sustainable electricity access to its citizens. Nigeria must have a stable electrical energy supply to meet the market, basic needs of the people. A nation whose energy supply is not reliable does not help in the development of the national economy. Nigeria is a nation with more than 162 million inhabitants with less electric access to both rural and urban areas. This study has reviewed and analyzed the challenges and opportunities facing Electricity Access in Nigeria. The study has employed approach to good features of sustainable development system in the Nigerian electrical energy sector by proposing a sustainable strategies and alternatives for energy access through the use of solar power, wind and hydro power, and Bio-mass . Also, the study clearly explained and analyzed the problems facing the electricity in Nigeria. Thus, this study has used literature review methods, to gather information’s on Energy Sector in general and existing literatures on the Nigeria Energy Sector as well as a SWOT/PEST Matrix of the Nigerian Energy sector.

It takes a comprehensive look at the power sector from a historical perspective and looks at where Nigeria is, in terms of the legal and regulatory regime, and the direction in which the country may be headed. Of particular interest to power sector professionals and other persons who negotiate projects is the chapter which serves as a guide on negotiating key power sector contacts, such as Power Purchase Agreements, Gas Supply Agreements and Engineering, Procurement & Construction Contracts. Noteworthy is the fact that the book contains contributions from internationally recognized energy law and policy experts such as Stella Duru of Banwo & Ighodalo, Jacson Kerr of White & Case, Arun Velusami of Norton Rose and Akshao Fofaria of Pinsent Masons. Further, the book considers other issues in the power sector such as the World Bank Partial Risk Guarantee, which backstops the Federal Government of Nigeria's payment obligations to power sector as set out in the Multi Year Tariff Order. Additionally, the book looks at issues in financing power projects and in particular, examines the applicable laws and the challenges that have been observed from the experiences of the author and the contributors in connection with advising on financing power projects. The book also contains general negotiation techniques for lenders and borrowers. For investors, both local and foreign, the book provides a guide to engaging in electric power business in Nigeria; the book also provides information on how foreign investors can protect themselves by internationalizing their investments agreements and highlights the advantages of ensuring that investments fall within the precincts of bilateral investments treaties. Finally, it advises investors on how they can benefit under Nigeria's principal investment code: the Nigerian Investment Promotion Commission Act.
