The UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, Christof Heyns, has recently called for the repeal of the law, stating: “AFSPA allows the state to override rights. Such a law has no role in a democracy and should be scrapped.” On the other hand, the armed forces hold that the AFSPA is necessary for tackling the growing menace of militancy and protecting their men from the unnecessary harassment caused by litigation. Yet for most contemporary New Age and popular writers, Tantra is celebrated as a much-needed affirmation of physical pleasure and sex: indeed as a 'cult of ecstasy' to counter the perceived hypocritical prudery of many Westerners. In recent years, Tantra has become the focus of a still larger cultural and political debate. In the eyes of many Hindus, much of the western literature on Tantra represents a form of neo-colonialism, which continues to portray India as an exotic, erotic, hyper-sexualized Orient. Which, then, is the 'real' Tantra? Focusing on one of the oldest and most important Tantric traditions, based in Assam, northeast India, Hugh B Urban shows that Tantra is less about optimal sexual pleasure than about harnessing the divine power of the goddess that flows alike through the cosmos, the human body and political society. (b) why does migration continue to be such an overarching oeuvre in political discourse in Assam and how does one engage with new forms of mobility? (c) how does a society recover from counterinsurgency and what are the new forms of militarisation that are emerging in the present? Working on the main argument that demands for autonomy and social justice have been central themes that have been historically articulated in Assam, it shows the tensions that arise in explanations about causes of conflict in the state. These tensions, I argue, are best understood through a critical engagement with everyday politics of organisations and individuals working on the ground. Although there is a general tendency to read conflict in Assam through the lenses of ethnicity and development, nevertheless there is evidence to show that affect offers an additional analytical tool because of its ability to offer a layered, sometimes paradoxical account of events and situations that cause conflicts in the region.
