The Royal Commission appointed in 1884 to inquire into the Housing of the Working Classes reported that the evils of overcrowding, especially in London, were a public scandal, and were becoming in certain locali ties more serious than they ever were 2 Six, nine, and even twelve persons of both sexes inhabiting one small room; seven people in an underground kitchen, six in a washhouse, thirty-eight in a small house; two families living together; husband, wife, four children, and a female lodger and baby occupying a single room; more than sixty persons in a house of nine rooms, in none of which was more than a single bed; people sleeping on shelves as on ship-board; children sleeping under their parents' beds - such are some few of the facts which the Commission brought to light. 3 Their appalling significance, especially as regards their influence upon the physical and moral condition of the people, is too patent to call for comment. An effective pro gram for the prevention of poverty cannot be devised and car ried out until an intensive and accurate analysis of the mani fold causes of poverty has been made. Such a study requires an extensive knowledge of human nature and social organization. It is obviously impossible to make an exhaustive study within the limits of one book. But I have endeavored to give a com prehensive survey of the problems Of poverty which shows the one-sided character of many of the explanations of its causation and which will at least furnish the starting point for an effective program of prevention. Chapters III-V, inclusive, discuss the biological factors in the causation of poverty. Readers not interested in this aspect of the subject may omit these chapters and yet not be seriously inconvenienced in reading the remainder of the book. While all of the important causes of poverty are discussed, it goes without saying that the outstanding ones are the economic factors, since poverty is primarily an economic condition. Con sequently the discussion centers in the main around the two fundamental economic problems, namely, those of the production and the distribution of wealth. This book should be useful to many persons who are interested in these important social questions. It furnishes data of great value for the solution of many of the problems of citizenship and statesmanship. The beginning or the end of the study, the period treated in most detail extends from the middle decades of the nineteenth century to the 1920's. It was in these years that the poverty problem as we no\v\v understand it arose in the United States. It was in this period also that the attitude toward the problem that still prevails took shape. A broader definition of poverty than had previously obtained in the United States came into general use, and opinion regarding its cause and cure underwent significant alteration. By the close of the period insufficiency and insecurity had come to be regarded as even more disturbing issues than dependency; the industrial causes of misery were recognized as more important than the moral; and social rather than individual reform was being urged as the appropriate remedy for want. Partly because of these developments, partly because of fundamental changes in the nation's economic and social structure, the earlier philanthropic interest in the poor had evolved into concern with the condition of labor and the standard of living of the population as a whole. The chief point made in the book is that the humanitarian reform movements that swept the United States in the first two decades of the twentieth century proceeded in large measure from the new view of poverty. I have tried to demonstrate the importance of organized philanthropy in the formulation of the new view, and have emphasized the leading roles played by charity agents and settlement residents in the fight for reform. The major contribution of social work to social reform, as I see it, was to promote a factual, undogmatic approach to economic issues. In the course of the study I have been impressed by the parallel development of factualism in the social sciences and realism in the arts. So far as the book has a thesis it is that we owe our progress in humanitarian reform and our best achievements in literature and art to those individuals, regardless of field of endeavor, who have been eager to discover, reveal, and be guided by the truths of actual life. Remarkably, in the rapidly growing literature on poverty, this volume is the first to use survey techniques to explore Third World elites' attitudes to poverty. Five cases - intended to be broadly representative of the diversity of situations in developing countries - were chosen: Brazil, South Africa, the Philippines, Bangladesh and Haiti. While the authors found major differences in how national elites understand and represent poverty, the classic threats that induced elites in late 19th Century Europe to be concerned with reducing poverty - the fear of crime, epidemics, military weakness or political unrest - do not feature prominently in the consciousness of most Third World elites. Nor do most of them believe that there is a viable solution to poverty through public action. The findings in this book throw light on one reason for the relative ineffectiveness of poverty reduction strategies hitherto, and the huge importance of presenting the problem of poverty in ways that fit more closely with the ways in which national elites understand their world.
