Book excerpt: January 1997 Poverty rates calculated on the basis of different definitions of consumption may reveal substantial biases, but under certain conditions robust comparisons are possible. Nonfood spending is often thought to be especially poorly measured, but the more comprehensive is the measure of consumption spending, the better it is as a measure of welfare. Comparisons of poverty rates are only rarely based on identical underlying definitions of welfare. The authors examine the sensitivity of poverty rates calculated from alternative definitions of consumption. They consider what theory can say about the direction of bias in comparisons and show that under certain conditions robust comparisons are possible. Data from Ecuador, El Salvador, and Pakistan show that the magnitude of biases can be substantial. Their robustness result is used as a baseline to explore the tradeoffs involved in aggregating noisy expenditure components. Although nonfood expenditures are often thought to be especially poorly measured, the authors' data indicate that the more comprehensive is the measure of consumption spending, the better it is as a measure of welfare. This paper - a product of the Poverty and Human Resources Division, Policy Research Department - is part of a larger effort in the department to improve the reliability and comparability of poverty measures.

Book Synopsis More Than a Pretty Picture by : Tara Bedi
Download or read book More Than a Pretty Picture written by Tara Bedi and published by World Bank Publications. This book was released on 2007 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: The allocation of resources and the design of policies tailored to local-level conditions require highly disaggregated information. Data on poverty at the local level is typically not available because most household surveys are not representative past the regional level. This volume aims to promote the effective use of Small Area Estimation poverty maps in policy making. It presents the range of policies and interventions which have been informed by poverty maps, focusing on the political economy of poverty maps and the key elements to their effective use by policy makers. The volume also looks at the future of poverty maps in terms of new techniques and new areas of application.
Book Synopsis Poverty Comparisons by : Martin Ravallion
Download or read book Poverty Comparisons written by Martin Ravallion and published by World Bank Publications. This book was released on 1992 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: Poverty assessments are typically clouded in conceptual and methodological uncertainties. How should living standards be assessed? Is a household survey necessary, and is it a reliable guide? Where should the poverty line be drawn, and does the choice matter? What poverty measure should be used in aggregating data on individual living standards? Does that choice matter? This paper surveys the issues that need to be considered in answering these questions, and discusses a number of new tools of analysis which can greatly facilitate poverty comparisons, recognizing the uncertainties involved. Various applications in poverty assessment and policy evaluation for developing countries are used to show how these methods can be put into practice. Recommendations are made for future applied work.

Book Synopsis Are Cash Transfers Made to Women Spent Like Other Sources of Income? by : Norbert Rüdiger Schady
Download or read book Are Cash Transfers Made to Women Spent Like Other Sources of Income? written by Norbert Rüdiger Schady and published by World Bank Publications. This book was released on 2007 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: How cash transfers made to women are used has important implications for models of household behavior and for the design of social programs. In this paper, the authors use the randomized introduction of an unconditional cash transfer to poor women in rural Ecuador to analyze the effect of transfers on the food Engel curve. There are two main findings. First, the authors show that households randomly assigned to receive Bono de Desarrollo Humano (BDH) transfers have a significantly higher food share in expenditures than those that were randomly assigned to the control group. Second, they show that the rising food share among BDH beneficiaries is found among households that have both adult males and females, but not among households that only have adult females. Bargaining power between men and women is likely to be important in mixed-adult households, but not among female-only households, where there are no men to bargain with. Finally, the authors show that within mixed-adult households, program effects are only significant in households in which the initial bargaining capacity of women was likely to be weak. This pattern of results is consistent with an increase in the bargaining power of women in households that received BDH transfers.

Book Synopsis Globalization and Poverty by : Ann Harrison
Download or read book Globalization and Poverty written by Ann Harrison and published by University of Chicago Press. This book was released on 2007-11-01 with total page 675 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades, the percentage of the world’s population living on less than a dollar a day has been cut in half. How much of that improvement is because of—or in spite of—globalization? While anti-globalization activists mount loud critiques and the media report breathlessly on globalization’s perils and promises, economists have largely remained silent, in part because of an entrenched institutional divide between those who study poverty and those who study trade and finance. Globalization and Poverty bridges that gap, bringing together experts on both international trade and poverty to provide a detailed view of the effects of globalization on the poor in developing nations, answering such questions as: Do lower import tariffs improve the lives of the poor? Has increased financial integration led to more or less poverty? How have the poor fared during various currency crises? Does food aid hurt or help the poor? Poverty, the contributors show here, has been used as a popular and convenient catchphrase by parties on both sides of the globalization debate to further their respective arguments. Globalization and Poverty provides the more nuanced understanding necessary to move that debate beyond the slogans.

Book Synopsis Economic Development in Palanpur over Five Decades by : Peter Lanjouw
Download or read book Economic Development in Palanpur over Five Decades written by Peter Lanjouw and published by Oxford University Press. This book was released on 1998-11-19 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an account of economic development in Palanpur, a village in rural North India, based on five detailed surveys of the village over the period 1957 to 1993. These five decades have seen economic well-being rise in some important respects, but stagnation and even decline in other areas. The analysis presented here focuses on the reasons behind this uneven progress. The authors tie in the background issues of the evolution of poverty and inequality and mobility over time with causal factors such as technological progress, demographic and sectoral changes, the operation of markets, and the role of public action. The richness and unique nature of the qualitative and quantitative data collected and presented by Lanjouw and Stern yields an analysis which illuminates questions of direct importance to researchers in a wide variety of disciplines.
Book Synopsis Globalization and Social Policy in Africa by : Tade Akin Aina
Download or read book Globalization and Social Policy in Africa written by Tade Akin Aina and published by African Books Collective. This book was released on 2004 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing for the most part on empirical and historical studies, the contributors elucidate how ordinary African understand, confront and relate to the complex and competing forces of globalisation. They examine how contemporary and historical dynamics have shaped the ways in which globalisation is interacting with, and defining oft-neglected areas of social policy. The authors engage with, and question current, dominant orthodoxies, showing how prevailing economic thinking, particularly that of the dominant multilateral institutions, has undermined a sense of the importance of social policies relevant to a mode of economic development attuned to social transformation in Africa.
