Available in PDF, EPUB and Kindle. Book excerpt: Absolute poverty has dropped markedly in Bulgaria but income inequality has increased substantially in the aftermath of the GFC. This increase is due to a rise in market income inequality that was compounded by a reduction in fiscal redistribution. The redistributive role of direct taxation has declined with the introduction of a flat tax and social spending is relatively low and decreasing (as a share of GDP), is concentrated on a few social risks, and experienced a decline in its redistributive efficiency. The COVID-19 crisis is likely to deepen income inequality, increasing the room for redistributive policies.

Available in PDF, EPUB and Kindle. Book excerpt: Poverty is an issue facing countries around the globe, yet it is a multi-dimensional phenomenon caused by a variety of factors, differing from context with no linear chain of cause and effect. The occurrence and persistence of poverty is influenced by an interrelated web of economic, social, psychological, cultural, and political factors. Focusing on countries-in-transition belonging to the former Soviet bloc where the existence of poverty was officially denied until the collapse of the Soviet Union, this volume examines the ways in which each country is dealing with its newly acknowledged and rapidly increasing poverty. The transition from socialism to democracy and market economies has proved more difficult and costly than anyone imagined. Scholars from the six countries examined here profile and evaluate current social policies and programs on poverty eradication and provide a comparative perspective that ensures that culturally specific solutions can be found in place of borrowed solutions from abroad - solutions which have thus far ignored the cultural factor and have thus failed to deliver.

Available in PDF, EPUB and Kindle. Book excerpt: Bulgaria's social safety net is not well targeted; too many benefits accrue to better-off households rather than to the poor. Comprehensive reform is needed, focusing on pensions, unemployment benefits, child allowances, and social assistance.Using data from the 1992 Bulgarian household budget survey, Hassan and Peters analyze the structure of income in Bulgaria, identifying who the poor are and how they are reached by the social safety net. Their main findings about household incomes:- Social transfers provide an extremely large component - 24 percent - of household income per capita. That is roughly on a par with the share in other Eastern European countries but more than 40 percent higher than the share in OECD countries.- Wage earnings have declined as a source of income, reflecting the contraction of the state sector. Wage income as a share of income in Bulgaria has declined to only half the OECD level.- Income from self-employment has increased, reflecting the surge in small-scale retail establishments.- Income is considerably less concentrated in Bulgaria than in other lower-middle-income countries. The authors' main findings about the poor (the bottom 20 percent in terms of household income):The head of household in a poor home tends to be older, a woman, poorly educated, and unemployed. Poor households are not necessarily larger households in Bulgaria, unlike in other developing countries. The sources of income in poor Bulgarian households reflect other findings:- The poor depend for more than half their income on social benefits (especially pensions), indicating the importance of the social safety net.- The social safety net is not well targeted. Most social benefits are pro-poor, in the sense that they improve income distribution, but many benefits accrue to better-off households. There is substantial scope for better distribution of income.Hassan and Peters conclude that comprehensive reform of social benefits is needed, focusing on pensions, unemployment benefits, child allowances, and social assistance. This paper - a product of the Country Operations Division, Europe and Central Asia, Country Department I - is part of a larger effort in the department to analyze the social dimensions of stabilization and adjustment.

Book excerpt: This report provides estimates of the level poverty and changes in living conditions between 2003 and 2007 in the new European Union (EU) member state Bulgaria. This report fills key gaps in the understanding of the state of welfare in Bulgaria and its future trends. It provides an assessment of changes in living standards since 2003, a period of sustained robust growth and intensive reform efforts leading to successful EU accession, and the current profile of the poor. The report quantifies the level of deprivation and the gains in poverty reduction and overall welfare improvements in different segments of Bulgaria's population. The study aims to support policy discourse on poverty reduction and strengthening of social protection by providing a robust assessment of living conditions among various individual, household, geographic, and socioeconomic groups and of the actual and likely future effectiveness of current poverty reduction policies. The report is organized as follows. Section two examines welfare trends between 2003 and 2007, decomposes changes in poverty, and links poverty outcomes to growth. In section three, the poverty profile is presented based on the results of the 2007 Multitopic Household Survey (MTHS) data. Correlates and determinants of consumption expenditures are presented in section four. Annex A provides a detailed account of the concept of poverty and the methodology used for measuring poverty in this report. Annex B presents supplementary data.

Book excerpt: This first open access book in a series of three volumes provides an in-depth analysis of social protection policies that EU Member States make accessible to resident nationals, non-resident nationals and non-national residents. In doing so, it discusses different scenarios in which the interplay between nationality and residence could lead to inequalities of access to welfare. Each chapter maps the eligibility conditions for accessing social benefits, by paying particular attention to the social entitlements that migrants can claim in host countries and/or export from home countries. The book also identifies and compares recent trends of access to welfare entitlements across five policy areas: health care, unemployment, family benefits, pensions, and guaranteed minimum resources. As such this book is a valuable read to researchers, policy makers, government employees and NGO’s.

Book excerpt: In contemporary society one of the priorities for development is to assure social inclusion and equality through provision of employment opportunities and increasing incomes by the active involvement of citizens in the labor market. Among the specific measures is the encouragement of entrepreneurship, and social entrepreneurship in particular. Implementation of such active social policies contributes to effective solutions to the problems of poverty and social exclusion. Current study examines social entrepreneurship and social enterprises as an opportunity to build a model of an active social program based on the notion that the most critical to tackling poverty and social exclusion is the application of such social policies that give people access to economic opportunities and knowledge and skills to utilize opportunities - so that they cope with the trap of poverty and social exclusion, dependence on social protection system, vulnerability to the adverse events of economic or social nature.

Book excerpt: The potential role of social protection in the development process has received heightened recognition in recent years, yet making a strong investment case for social protection remains particularly challenging in many emerging and developing countries. This report challenges us to think deeply about the economic rationale for social protection investments through an inclusive development lens. It helps us understand the links between social protection, growth and inequality; how to measure those links empirically; social protection’s impact on inclusive growth; and how to build a more solid economic case for greater social protection investments.

The outlook is very uncertain and the main challenge facing policymakers is to keep adjusting to changing circumstances. Over the medium term, structural reforms are needed that support inclusive income convergence toward advanced EU partners against demographic headwinds.
