In 1981 alone, 70 percent of the $35 billion cut from the federal budget came from programs for the poor. Although the disparity in incomes has been widely reported, the efforts of antipoverty activists and groups combating the Reagan/Bush agenda have largely been overlooked. Poverty and Power follows the rise, decline, and partial resurgence of poor Americans’ representation from the War on Poverty to the Reagan Revolution. Drawing on personal interviews and financial reports, Douglas R. Imig examines the political activity and organizational crises of antipoverty groups including the Center on Social Welfare Policy and Law, the Food Research and Action Center, the Community Nutrition Institute, Bread for the World, the Center on Budget and Policy Priorities, and the Children’s Defense Fund. His findings delineate how electoral policy and economic change in the 1980s posed a direct threat to the welfare of the poor, and suggest reasons why no massive mobilization for social justice emerged. Still, the dogged efforts of advocates and activists culminated in the passage of the 1987 McKinney Homeless Assistance Act, the first positive federal intervention into domestic social policy since the Reagan inauguration. Covering the period from the publication of Les Fleurs du Mal in 1857 to the composition of Benjamin’s final texts in the 1930s, Untimely Beggar investigates the coincidence of two modern literary and philosophical interests: representing the poor and representing potential. To take account of literature’s relation to the poor, Patrick Greaney proposes the concept of impoverished writing, which withdraws from representing objects and registers the existence of power. By reducing itself to the indication of its own potential, by impoverishing itself, literary language attempts to engage and participate in the power of the poor. This focus on impoverished language offers new perspectives on major French and German authors, including Marx, Nietzsche, Mallarm, Rilke, and Brecht; and makes significant contributions to recent debates about power and potential in thinkers such as Agamben, Deleuze, Foucault, Hardt, and Negri. While a broad range of state and donor interventions impact the lives of poor farmers -who provide a significant proportion of the labour force - comprehensive consideration of these combined interactions remains inadequate. Focussing on Pakistan, this book discusses the political economy of agrarian poverty and underdevelopment in the region. The book provides an in-depth exploration of the combined impact of state and donor interventions, as well as that of resistance attempts, to alter the status quo within Pakistan. It questions the relevance of state institutions and policies contending with the problems of farmers in Pakistan, and how donor-led policies and programmes also influence their lives. It draws on findings that have emerged from interviews of over 200 respondents including government officials, donor agency representatives and different categories of poor farmers, during eleven months of fieldwork in the provinces of Sindh and Punjab. This research reveals some divergences between state and donor policies, but it finds more prominent convergences, which in turn enable the landed rural elite to benefit from market-based and capital-intensive processes of agricultural growth, without offering substantial opportunities for poor farmers. Reflecting the need to become less insular when discussing solutions to rural development, and demonstrating how state policies and institutions can interconnect with donor funded programmes, this book will be of interest to students and scholars of South Asian Politics and Development Studies.
