Available in PDF, EPUB and Kindle. Book excerpt: Despite the considerable economic growth of the Asia-Pacific, poverty continues to be a major problem. One key way to create sustainable livelihoods and to provide poor households an escape route from poverty is microfinance. Since the early 1980s, microfinance practitioners have proven that the poor are creditworthy, capable of utilizing scarce capital efficiently in viable incom-generating projects and able to pay back their loans. This book collects the experience of microfinance practitioners in 11 countries in the Asia-Pacific region to describe the present state of the art. It is designed to provide an overview of the subject: why it is so essential to poverty reduction; what is the best practice; what kind of policy framework and regulatory environment is required. It offers both an extensive survey of the academic literature and a selection of case studies, all from authors who have been active practitioners in microfinance for many years. The case studies cover four key countries in South Asia and three countries in East Asia in which microfinance had become particularly important. There is also a regional chapter covering the Pacific islands.

Book excerpt: Microfinance as a development tool has been gaining importance since it emerged in the 1980s. The future of microfinance will be determined in populous countries like China and India. Thus, it is crucial to understand the drivers of successful microfinance in these markets. Three globally successful best practice case studies are presented to determine the overall success factors of viable microfinance (Grameen Bank in Bangladesh, FINCA International, and BancoSol in Bolivia). China has experienced substantial growth as well as success in its poverty reduction efforts in the past. However, rising social tensions have led to a different approach in which microfinance emerged in the country. To determine the situation of microfinance in China a pioneer project SPPA (Social Development Program for Poor Areas) is analyzed. Overall, microfinance proved not a universal tool against poverty reduction - but if set in place properly it can increase social and material well-being on an individual level and contribute within an overall poverty reduction strategy.

Best practices were selected from representative cases in China to demonstrate the development of different approaches in the poverty alleviation journey with collective stakeholders’ efforts – Government, Industry, Academia, and Research, plus the local stakeholders engaged in the rural development activities. Overseas cases are referenced to show the outcome of similar strategies as comparison with the consideration of regional specific conditions. Through better understanding of the focal issues, areas and organizations – and their respective key challenges and solutions – there is the compilation for each case its analysis, comparative studies and SDG relevance. These aim at engaging the readers from institutes, governments, corporates, or social enterprises, to think about how to adopt the related SDG strategies. They also serve as the initiatives to facilitate potential cross-region and cross-disciplinary collaboration. The book acts as the guide on how: - Poverty Reduction is one of the key goals in SDGs – while solving this key challenge, multiple goals could be planned and tackled together to make an effective solution. - Multi-disciplinary strategies are put in place, demonstrated via success stories and best practices. Key driving factors are identified with the consideration of the driving organization nature. - A system could be developed to engage different stakeholders in the society for industry development – and to avoid returning to poverty in the long term. - Future international cooperation could be facilitated to create a poverty alleviation framework applicable across different regions.

Book excerpt: Lack of credit access is severe in low income and poor families that are normally considered to have fewer opportunities to borrow from banks due to insufficient valuable assets for collateral. These low-income households face limited opportunity to acquire new technology and working capital for agricultural production and thus tend to fall behind. As a result, providing access to finance to low-income rural households has been considered an important component of any rural development strategy. Microfinance programmes, in particular, have been gradually embedded in national strategies of many developing countries as they are poverty-focused. They aim to facilitate the access to financial services such as credit for the poor who are usually disadvantaged in terms of access to conventional financial services from formal financial institutions. The objective of this book is to provide an overview of microfinance programmes in Asia focusing in particular on the determinants of the accessibility of rural households to microcredit. The book studies seven Asian countries such as China, Malaysia, Vietnam, Thailand, the Philippines, Indonesia, and Bangladesh with two specific case studies.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book explores the historical, cultural and philosophical contexts that have made anti-poverty the core of Chinese society since Liberation in 1949, and why poverty alleviation measures evolved from the simplistic aid of the 1950s to Xi Jinping’s precision poverty alleviation and its goal of eliminating absolute poverty by 2020. The book also addresses the implications of China’s experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China’s meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism’s stance that “poverty amidst plenty is immoral”. Dr. Huang Chengwei, one of China’s foremost anti-poverty experts, explains the challenges faced at each stage as China’s anti-poverty measures evolved over 70 years to emphasize “enablement” over “aid” and to foster bottom-up initiative and entrepreneurialism, culminating in Xi Jinping’s precision poverty alleviation. The book also addresses why national economic development alone cannot reduce poverty; poverty alleviation programs must be people-centered, with measurable and accountable practices that reach even to household level, which China has done with its “First Secretary” program. The third part explores the potential for adopting China’s practices in other nations, including the potential for replicating China’s successes in developing countries through such measures as the Belt and Road Initiative. This book also addresses prevalent misperceptions about China’s growing global presence and why other developing nations must address historic, systemic causes of poverty and inequity before they can undertake sustainable poverty alleviation measures of their own.

Book excerpt: This book looks at the major policy challenges facing developing Asia and how the region sustains rapid economic growth to reduce multidimensional poverty through socially inclusive and environmentally sustainable measures. Asia is facing many challenges arising from population growth, rapid urbanization, provision of services, climate change and the need to redress declining growth after the global financial crisis. This book examines poverty and related issues and aims to advance the development of new tools and measurement of multidimensional poverty and poverty reduction policy analysis. The book covers a wide range of issues, including determinants and causes of poverty and its changes; consequences and impacts of poverty on human capital formation, growth and consumption; assessment of poverty strategies and policies; the role of government, NGOs and other institutions in poverty reduction; rural-urban migration and poverty; vulnerability to poverty; breakdown of poverty into chronic and transitory components; and a comparative study on poverty issues in Asia and other regions. The book will appeal to all those interested in economic development, resources, policies and economic welfare and growth.

Available in PDF, EPUB and Kindle. Book excerpt: Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.
