Book excerpt: One of the most pressing issues in contemporary European societies is the need to promote integration and social inclusion in the context of rapidly increasing migration. A particular challenge confronting national governments is how to accommodate speakers of an ever-increasing number of languages within what in most cases are still perceived as monolingual indigenous populations. This has given rise to public debates in many countries on controversial policies imposing a requirement of competence in a ‘national’ language and culture as a condition for acquiring citizenship. However, these debates are frequently conducted almost entirely at a national level within each state, with little if any attention paid to the broader European context. At the same time, further EU enlargement and the ongoing rise in the rate of migration into and across Europe suggest that the salience of these issues is likely to continue to grow. This volume offers a critical analysis of these debates and emerging discourses on integration and challenges the assumptions underlying the new ‘language testing regimes’.

Book excerpt: In Regional Integration in Africa: What Role for South Africa, Henri Bah, Siphamandla Zondi and André Mbata Mangu reflect on African integration and the contribution of post-Apartheid South Africa. From their different scientific backgrounds, they demonstrate that despite some progress made under the African Union that superseded the Organisation of African Unity, Africa is still lagging behind in terms of regional integration and South Africa, which benefitted from the rest of the continent in her struggle against apartheid, has not as yet played a major role in this process. Apart from contributing to advancing knowledge, the book is a recommended read for all those interested in African regional integration and the relationships between Africa and post-Apartheid South Africa. Contributors are Henri Bah, André Mbata Mangu and Siphamandla Zondi. Foreword by Eddy Maloka.

As usual, the best papers from that conference have been re-written, edited and drawn together by the two editors to present a perspective on what is a flourishing forum for the discussion of new ideas and scholarship on international law.

Book excerpt: Among the prominent legal roles Claus-Dieter Ehlermann has played in his career, his leadership of the Legal Service of the European Commission is perhaps the best known. This liber amicorum appears as his term at the Appellate Body of the World Trade Organization draws to a close. In this book 30 of his colleagues offer fresh and provocative insights into many of the areas of international law on which Professor Dr Ehlermann has left his stamp. Topics include: the WTO dispute settlement system; regulation of trade barriers; the first signs of a global jurisprudence; the principle of proportionality; enforcement of competition law; and the place of human rights in European and global integration. This book's evaluations and proposals should find thought-provoking echoes in the minds of all those concerned with any of the integration processes under way in today's interdependent world

Available in PDF, EPUB and Kindle. Book excerpt: The editors of the present series had originally intended to publish an integrated work on the history of mathematics in the nineteenth century, passing systemati cally from one discipline to another in some natural order. Circumstances beyond their control, mainly difficulties in choosing authors, led to the abandonment of this plan by the time the second volume appeared. Instead of a unified mono graph we now present to the reader a series of books intended to encompass all the mathematics of the nineteenth century, but not in the order of the accepted classification of the component disciplines. In contrast to the first two books of The Mathematics of the Nineteenth Century, which were divided into chapters, this third volume consists of four parts, more in keeping with the nature of the publication. 1 We recall that the first book contained essays on the history of mathemati 2 cal logic, algebra, number theory, and probability, while the second covered the history of geometry and analytic function theory. In the present third volume the reader will find: 1. An essay on the development of Chebyshev's theory of approximation of functions, later called "constructive function theory" by S. N. Bernshtein. This highly original essay is due to the late N. I. Akhiezer (1901-1980), the author of fundamental discoveries in this area. Akhiezer's text will no doubt attract attention not only from historians of mathematics, but also from many specialists in constructive function theory.

Book excerpt: The present text resulted from lectures given by the authors at the Rijks Universiteit at Utrecht. These lectures were part of a series on 'History of Contemporary Mathematics'. The need for such an enterprise was generally felt, since the curriculum at many universities is designed to suit an efficient treatment of advanced subjects rather than to reflect the development of notions and techniques. As it is very likely that this trend will continue, we decided to offer lectures of a less technical nature to provide students and interested listeners with a survey of the history of topics in our present-day mathematics. We consider it very useful for a mathematician to have an acquaintance with the history of the development of his subject, especially in the nineteenth century where the germs of many of modern disciplines can be found. Our attention has therefore been mainly directed to relatively young developments. In the lectures we tried to stay clear of both oversimplification and extreme technicality. The result is a text, that should not cause difficulties to a reader with a working knowledge of mathematics. The developments sketched in this book are fundamental for many areas in mathematics and the notions considered are crucial almost everywhere. The book may be most useful, in particular, for those teaching mathematics.

Book excerpt: This book presents a series of reflections by Cameroon scholars on a variety of topics associated with regional balance and national integration. The different reflections look for answers to some burning questions of the day such as: Where are we coming from? Where are we going? How are we going where we are going? Have the different state ideologies offered appropriate solutions to the quest for a strong, united, stable and prosperous nation-state? If not, what has gone wrong and why? What can be done to shape the future and accommodate the aspirations of the men and women of Cameroon and of their progeny? The book addresses the issue of national unity and national integration within the context of different political perceptions and visions. It examines the merits and demerits of the policy of regional balance of the Ahmadou Ahidjo years (1960-1982). Focus is also on the underlying flaws of this doctrine and philosophy. The debate also addresses some critical questions of the national integration policy and practices of Paul Biya, President since November 1982. The policy has failed to achieve its stated goals and has ended up in the ethnicisation and polarisation of national life. The future of the Cameroon nation-state, with its rich ethnic and cultural diversity, seems to be in jeopardy as internal forces question the management of civil society by leaders who have lost the sense of justice and equity. Why are there several voices singing the song of destitution and disappointment with the state? Have regionalism and the rhetoric of national integration and balance emerged as untenable polities within a nation-state in search of an identity and responsible leadership? These are some of the questions and issues Cameroonian and Cameroonist scholars have tried to address in this collection of 28 well-researched and outstandingly argued essays.

Book excerpt: This volume focuses on language planning in Cyprus, Iceland and Luxembourg, explaining the linguistic diversity, historical and political contexts and current language situation (including language-in-education planning), the role of the media, the role of religion and the roles of non-indigenous languages. The authors are indigenous to the situations described, and draw on their experience and extensive fieldwork there. The three extended case studies contained in this volume draw together the literature on each of the polities to present an overview of the existing research available, while also providing new research-based information. The purpose of this volume is to provide an up-to-date overview of the language situation in each polity based on a series of key questions, in the hope that this might facilitate the development of a richer theory to guide language policy and planning in other polities where similar issues may arise. This book comprises case studies originally published in the journal Current Issues in Language Planning.
