'La couverture sanitaire universelle pour un développement durable inclusif' synthétise les expériences de 11 pays †“ Bangladesh, Brésil, Éthiopie, France, Ghana, Indonésie, Japon, Pérou, Thaïlande, Turquie et Vietnam †“ dans la mise en œuvre de politiques et de stratégies d’atteinte et de maintien de la CSU. Tous ces pays se sont engagés envers l’atteinte de la CSU, considérée comme une aspiration nationale clé, mais ont adopté à cet effet des approches distinctes. L’ouvrage examine les politiques de CSU de chaque pays à partir de 3 thèmes communs : (1) l’économie politique et le processus politique d’adoption, d’atteinte et de maintien de la CSU; (2) les politiques financières d’amélioration de la couverture sanitaire; et (3) les ressources humaines en santé au service des politiques d’atteinte de la CSU. Les constats tirés de ces études pays sont une source d’enseignements auxquels peuvent faire référence les pays qui aspirent à l’adoption, à l’atteinte et au maintien de la CSU. Même si la voie vers la CSU reste spécifique à chaque pays, tous peuvent profiter des expériences des autres en apprenant des différentes approches et en évitant les risques potentiels.

While the amount of cross-national comparative research has continued to grow, especially in Europe, remarkably little attention has been devoted to epistemological and methodological questions. Book excerpt: The routinization process, i.e., how service practices in urban bureaucracies become part of "standard practice," is described by examining the life histories of six types of innovation: computer-assisted instruction, police computer systems, mobile intensive care units, closed circuit TV systems, breath testing for driver safety, and Jet-Axe (an explosive fire-fighting device). The life histories are analyzed in terms of the achievement of ten organizational events, conceptualized as "passages" (transitions to another organizational state) or "cycles" (survival over periodic events). The study emphasizes how these events are critical to the life history of an innovative practice. The stages in which routinization occurs and the conditions that lead to it are discussed, and several strategies that were found effective in promoting routinization are presented. The study suggests several steps that, if confirmed by further research, will allow policy officials to assess and influence routinization.

Book excerpt: Privatizing Health Services in Africa analyzes the disappearance of public health in the form of state services in Africa, and the growth of a private market in health care that will serve primarily an urban elite. Meredeth Turshen considers the implications of introducing private insurance in countries with growing unemployment, a shrinking formal job sector, and a lack of social security programs or other safety nets. She debates the pros and cons of shifting the delivery of health services to the nongovernmental sector in the context of new concepts of the role of the state. Many of the schemes to privatize the purchase and sale of pharmaceuticals reverse decades of United Nations work challenging the power of the multinational drug industry. Turshen weighs these policy changes in light of the World Bank's eclipse of the World Health Organization as the premier UN health policy agency. Until now, no book has disputed the World Bank's plans to privatize health care in Africa. This is the first book-length analysis of policy changes in light of monetarism and globalization. Throughout the book, Turshen examines the implications of privatization for gender equity. She also provides a case study of Zimbabwe and comparative material from Malawi, Mozambique, and Zambia. Her study makes a contribution to current debates on the impact of structural adjustment policies on health and the design of health services in the Third World.
