This commercial acquisition process includes the Federal Aviation Administration (FAA) certification procedure for aircraft turbine engines. IDA reviewed the extent to which commercial engines can meet military aircraft application requirements. The review compared commercial aircraft turbine engine acquisition practices and processes to those used by the military. Past use of commercial subsonic turbine engines in military transport and similar utility aircraft has clearly shown that commercial practices and processes can be used successfully to develop and produce engines for subsonic military applications. However, the examination of the technical requirements for subsonic and supersonic aircraft engines found several design differences. IDA recommends that (1) DoD retain the present military turbine engine development process for supersonic military fighter/attack aircraft, and (2) DoD engine procurement procedures be streamlined by incorporation of the proven compatible commercial aircraft engine acquisition processes for subsonic transport, tankers, unmanned air vehicles, utility aircraft, and selected bomber applications.

Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

The purpose was to determine the feasibility of procuring all military jet engines using commercial practices.

The Phase I report firmly acknowledged the need to adopt commercial practices as a way of doing business, and developed a set of reform initiatives designed to accelerate the required changes. The Task Force concludes that: mature jet engines, microelectronics, software, and space systems can and should be procured and supported in a fully commercial environment; USACOM and CENTCOM should be given increased technical cadres to further their capability to participate in the requirements process; and it is feasible to eliminate may of the barriers to adoption of commercial practices without sacrificing the public trust in spending public funds.

To support the integration of this policy into the process for acquiring commercially developed systems, research was conducted on Air Force contractual actions in acquiring derivatives of commercially developed aircraft and contract logistics support. The report discusses those contract terms, conditions, and statement of work requirements imposed by the Government in the acquisition and support of commercially developed aircraft not found in commercial acquisitions. Research was based primarily on the acquisition and logistics support contracts for the KC-10 Advanced Tanker Cargo Aircraft system. This was followed by analyses of the acquisition and support contracts for the E-4 Advanced Airborne Command Post system and the support contract for the C-9 Aeromedical Evacuation Aircraft system to determine if the impact of the Government-imposed requirements substantiated the findings of the KC-10 research and if not, to identify the differences. To gain further insight into the differences in Government and commercial acquisition practices, an analysis was made of the Air Force acquisition of a major item of ground support equipment for these systems, the Diesel Engine Driven Generator.

Book excerpt: The Department of Defense's Evolved Expendable Launch Vehicle (EELV) program is the primary provider of launch vehicles for U. S. military and intelligence satellites, as well as some civil and commercial satellites. The Department of Defense (DOD) and the National Reconnaissance Office (NRO) plan to spend about $15 billion to acquire launch services from fiscal year 2013 to fiscal year 2017; however, the life-cycle costs for the program are unknown. In 2009, the Commander Air Force Space Command and the Director of the National Reconnaissance Office (NRO) determined that the current approach for acquiring EELV launch vehicles was likely not the best business model and decided that a new acquisition strategy needed to be developed. In March 2011, the Secretary of the Air Force created a new executive position, the Program Executive Officer (PEO) for Space Launch, responsible for, among other things, spearheading the effort to finalize the new EELV acquisition strategy. To inform the strategy, DOD conducted or commissioned various studies to evaluate alternatives to the current program structure, assessing the U. S. government's access to space, analyzing options to leverage commercial and foreign capabilities, identifying possible cost reductions in the program, and evaluating the current business model. The new PEO for Space Launch states he is leading several recent and ongoing efforts to gain additional knowledge to inform the new acquisition strategy. Given anticipated changes in the acquisition strategy and potential changes in the broader launch landscape, we were asked to report on 1) whether DOD has the knowledge it needs to develop a new EELV acquisition strategy and 2) issues that could benefit future launch acquisitions. To address these objectives, we reviewed and analyzed information contained in five recent launch studies, and interviewed study leaders or participants in three of the five studies; we analyzed historical launch data and expected launch vehicle demand, and reviewed pas launch industry studies of the U. S. industrial base. We assess a supplier survey conducted by the EELV prime contractor of its subcontractors. The survey was used by the government to gauge the health of the U.S. industrial base. We reviewed the survey questionnaire, comparing methods to GAO sound survey development practices, comparing summary data to the questions asked, and interviewing and obtaining information and summary data from the surveyors. We also interviewed or obtained perspectives from launch officials in various military, intelligence, and civilian government agencies, as well as the EELV prime contractor and two commercial launch companies. Through our review of DOD launch studies and other relevant government and industry reports, our interviews with DOD, NASA, and contractor officials, and information obtained from NRO, we identified issues that may be important to current and future government launch acquisitions. We conducted this performance audit from September 2010 to September 2011 in accordance with generally accepted government auditing standards. Those standards require that we plan and perform the audit to obtain sufficient, appropriate evidence to provide a reasonable basis for our findings and conclusions based on our audit objectives.
