Available in PDF, EPUB and Kindle. Book excerpt: First published in 1990. In this study, the author suggests ways that policy-makers can think about environmental policy choice that responds to the importance of uncertainty and delay. Hammitt describes several tools for environmental policy analysis and illustrates their application to important policy issues. In the first part of the book, dealing with stratospheric-ozone depletion, the author describes techniques for accommodating outcome uncertainties. The second part of the study considers the health risks associated with pesticide residues on food. The final section addresses the issue of potential global climate change, and describes how the tools explored can be applied to this new challenge. This book should be of greatest interest to academic, government, and industry analysts and others concerned with improving methods for environmental-policy making.

Available in PDF, EPUB and Kindle. Book excerpt: These proceedings describe the current state-of-the-art of ozone research. A wide range of topics is discussed including: emissions, transport and transformation of precursors of ozone and of ozone itself, the distribution of ozone, the deposition of ozone at the earth's surface, and its effects on man and the environment. Attention is also given to the role of stratospheric ozone and the role of the ultraviolet radiation which is transmitted through the ozone layer. Finally it describes in detail present and future policy measures to reduce the ozone in the lower atmosphere and to protect the ozone layer in the stratosphere. Many of the papers describe recent developments and new research results. Research carried out in both in Europe and in the United States is described, as are the policy measures which are being taken by both European and U.S. governments.

Available in PDF, EPUB and Kindle. Book excerpt: Updated and revised to fit the controversial issues of the nineties, the third edition of Dorothy Nelkin's Controversy addresses such hot topics as the diet-cancer dispute, animal rights, oil spill cleanups, genetic testing, surrogacy, and AIDS testing. Nelkin and a distinguished list of contributors explore the political values and beliefs that underlie decisions about science and technology. The rhetoric and tone have shifted, as have the controversies, to a growing expression of moral and ideological sentiments. How is public policy formulated in the absence of clear-cut agreement on goals? What ethical conundrums are involved when conflicting values are at stake? By studying the controversies presented here, students capture a sense of the reasoning that motivates public agencies, government officials, scientists, and protest groups. They also have the opportunity to realistically understand science and technical policy, its social and political context, and its impact on the individuals, on particular communities, and on the general public. Controversy will prove stimulating reading for students and professionals in science and technology studies, sociology, political science, health, ethics, and peace and conflict studies.

Available in PDF, EPUB and Kindle. Book excerpt: Risk analysis often depends on complex, computer-based models to describe links between policies (e.g., required emission-control equipment) and consequences (e.g., probabilities of adverse health effects). Appropriate specification of many model aspects is uncertain, including details of the model structure; transport, reaction rate, and other parameters; and application specific inputs such as pollutant-release rates. Because these uncertainties preclude calculation of the precise consequences of a policy, it is important to characterize the plausible range of effects. In principle, a probability distribution function for the effects can be constructed using Monte Carlo analysis, but the combinatorics of multiple uncertainties and the often high cost of model runs quickly exhaust available resources. This Note presents and applies a method to choose sets of input conditions (scenarios) that efficiently represent knowledge about the joint probability distribution of inputs. A simple score function approximately relating inputs to a policy-relevant output--in this case, globally averaged stratospheric ozone depletion--is developed. The probability density function for the score-function value is analytically derived from a subjective joint probability density for the inputs. Scenarios are defined by selected quantiles of the score function. Using this method, scenarios can be systematically selected in terms of the approximate probability distribution function for the output of concern, and probability intervals for the joint effect of the inputs can be readily constructed.

Available in PDF, EPUB and Kindle. Book excerpt: While government enforcement of laws and regulations to control the production of chloroflurocarbons in 1987 has been hailed as exemplifying the precautionary principle, for almost two decades US companies failed to take precautionary measures to prevent chemical emissions, despite the probable risk of stratospheric ozone loss. As a result, human harms in the form of skin cancer have reached epidemic proportions globally and in the United States where, today, one person dies every hour from skin cancer. This book reviews U.S. laws, regulations, and policies, as well as case law regarding similar toxic tort cases to consider whether companies can and should be held legally liable under tort common law theories and related tort justice theories for having contributed to increased risks of skin cancer.
