NEW YORK AND LONDON 1946 The Trustees of the Committee for Economic Development established the Research Committee to initiate studies into the principles of business policy and of public policy which will foster the full contribution by industry and commerce in the postwar period to the attainment of high and secure standards of living for people in all walks of life through maximum employment and high produc tivity in the domestic economy. From C. E. D. By-Laws. The studies are assigned by the Research Director to qualified scholars, drawn largely from leading universities. Under the by-laws all research is to be thoroughly objective in character, and the approach in each instance is to be from the standpoint of the general welfare and not from that of any special political or economic group. The reports present the findings of the authors, who have complete freedom to express their own con clusions. They do not purport to set forth the views of the Trustees, the Research Committee, the Research Advisory Board, the Research Staff, or the business men affiliated with the C. E. D. This report is the second volume on taxation as related to economic progress and the tenth in the series. The Research Committee draws on these studies and other available information in formulating its recommendations as to national policy for the problems examined. Its policy statements are offered as an aid to clearer understanding of steps to be taken to reach and maintain a high level of pro ductive employment and a steadily rising standard of living. The statements are available from the national or any local C. E. D. office. FOREWORD THIS study was undertaken to develop recommendations for a postwar tax system patterned genuinely in the public interest. The objective was not a blueprint for temporary transition policy but rather the specifications for a permanent tax structure toward which we should be working. While the book does illuminate transition issues, its main value lies in its contribution to perspective and understanding regarding long run problems. Fiscal-monetary policy is not considered extensively here. This subject will be dealt with in a forthcoming C. E. D. report, Jobs and Markets in the Transition, and in a later volume addressed to long-run fiscal problems. As a companion piece to Groves report, the reader will be interested in the policy statement by the Research Committee, A Postwar Federal Tax Plan for High Employment. This state ment, based on a preliminary study by Professor Groves of the relationship of taxation to incentives and to employment, as well as other materials, parallels closely Groves conclusions in this final study. Book excerpt: The world economy has undergone a fundamental transformation in recent decades and theoretical structures inherited from the 1930s through the 1950s, while retaining large elements of truth, are inadequate to deal with current problems. Benjamin Higgins feels that for a society such as the United States a fiscal policy needs to be adopted that can deal simultaneously with existing unemployment and inflation. He suggests three possible governmental policies: stimulating a high rate of long-run growth, by use of reward innovations and by maintaining the highest possible level of scientific and technical activity; isolating regions that are generators of inflation and others that are pools for unemployment; and establishing a system of direct controls similar to those used in wartime. Higgins describes the transformation of the cogent prewar business cycle, with its alternations of inflation or unemployment, then a transitional period of underemployment equilibrium and secular stagnation, and finally, the strange new world of today, one with economic fluctuations in the form of shifting trade-off curves and loops. He then applies his new paradigm to current problems, showing why they cannot be managed through macroeconomic monetary and fiscal policy. Higgins offers case studies of efforts to fight inflation and unemployment, and to reduce regional gaps, to show their strengths and weaknesses. It can be said that unemployment always results from too many people chasing too few jobs, and inflation is always caused by too much money chasing too few goods and services. Beyond such banal generalizations, Higgins maintains there is no single cause for either unemployment or inflation, and thus no single cure can be prescribed for either, let alone for both at once. Nor is it to be expected that the appropriate cure will prove to be the same in all countries at all times. He suggests that an optimal blend of monetary and fiscal policy that will produce the "minimum discomfort" is a good start. Employment Without Inflation will be of direct policy interest to economists, sociologists, and national planners.

Book excerpt: Excerpt from Post-War Economic Policy and Planning, Vol. 5 The fourth report of the House Special Committee on Postwar Economic Policy and Planning, issued September 8, 1944, contained a brief discussion of the principal problems of agriculture in the postwar reconversion period. Shortly after the publication of that report the Subcommittee on Agriculture and Mining undertook a series of hearings to investigate further the problems discussed in the fourth report. As a first step the subcommittee felt it was important to inquire into the longer range goals toward which our agriculture should seek to reconvert. Without a clarification of our objectives in this field it seemed clear-that no constructive national policy could be developed other than one of temporizing with immediate problems and complaints. The subcommittee's inquiry was begun on August 23, 1944, with testimony from Secretary of Agriculture Claude R. Wickard and War Food Administrator Marvin Jones. After receiving statements from these two administrative officials, it was felt that a canvass should be made of the views of the leading nongovernmental students of agricultural problems. The bulk of these hearings therefore record the views of some of the people who have been associated with programs for agriculture and have made exhaustive studies of its problems. In inviting its witnesses to appear at the hearings, the subcommittee asked for suggestions upon four basic questions: 1. Basic long-run policies to lessen instability of income resulting from variations in production and in demand; 2. Basic policies to place agriculture on a satisfactory self-sustaining basis in long run; 3. Policies to promote higher levels of consumption and nutrition; and 4. Relationship between our foreign trade policy and domestic agriculture policies. On the basis of this testimony the subcommittee plans to reexamine the major goals to be sought in framing agricultural legislation to the end that specific laws may be coordinated and directed toward more definitely understood goals. One of the assignments of the House Special Committee on Postwar Economic Policy and Planning has been that of studying and reporting to the Congress upon the basic components of a coordinated postwar economic policy for the Nation. It is the plan of this Subcommittee on Agriculture and Mining to examine the problems of agriculture from the points of view both of the farmers themselves and also of the national well-being and the attainment of our goal of a stable and prosperous economy, one which preserves, protects, and promotes freedom, enterprise, and high attainment.
