A critical element of this model finds roots in the electoral system facilitating the emergence of “independent” presidents with political platforms that tend to supersede those of political parties. The vast array of presidential competences contributes to reinforcing a system of checks and balances, and to foster horizontal accountability. The three largest economies of East Asia, Japan, China, and South Korea, have all experienced dramatic growth but immediately prior to their periods of expansion, all experienced the devastating impacts of international conflicts and/or civil upheaval. These post-conflict development ’success’ stories do not, however, tell the whole tale. Other states in East Asia and in particular certain regions within some of these states, while apparently emerging from similar conflictual backgrounds, have experienced far less positive transitions. This volume critically assesses measurements of success in East Asian post-conflict development from a human-centered perspective. Book excerpt: In recent decades, several East Asian nations have undergone democratic transitions accompanied by changes in the balance of power between civilian elites and military leaders. These developments have not followed a single pattern: In Thailand, failure to institutionalize civilian control has contributed to the breakdown of democracy; civil-military relations and democracy in the Philippines are in prolonged crisis; and civilian control in Indonesia is yet to be institutionalized. At the same time, South Korea and Taiwan have established civilian supremacy and made great advances in consolidating democracy. These differences can be explained by the interplay of structural environment and civilian political entrepreneurship. In Taiwan, Korea, and Indonesia, strategic action, prioritization, and careful timing helped civilians make the best of their structural opportunities to overcome legacies of military involvement in politics. In Thailand, civilians overestimated their ability to control the military and provoked military intervention. In the Philippines, civilian governments forged a symbiotic relationship with military elites that allowed civilians to survive in office but also protected the military's institutional interests. These differences in the development of civil-military relations had serious repercussions on national security, political stability, and democratic consolidation, helping to explain why South Korea, Taiwan, and, to a lesser degree, Indonesia have experienced successful democratic transformation, while Thailand and the Philippines have failed to establish stable democratic systems.

This book presents a surprising challenge to this view. It demonstrates that the Chilean armed forces were constrained by institutions of their own design. Based on extensive documentation of military decision-making, much of it long classified and unavailable, this book reconstructs the politics of institutions within the recent Chilean dictatorship (1973–1990). It examines the structuring of institutions at the apex of the military junta, the relationship of military rule with the prior constitution, the intra-military conflicts that led to the promulgation of the 1980 constitution, the logic of institutions contained in the new constitution, and how the constitution constrained the military junta after it went into force in 1981. This provocative account reveals the standard account of the dictatorship as a personalist regime with power concentrated in Pinochet to be grossly inaccurate.
