Book excerpt: Because much of the concern about youth unemployment is motivated by the large differences between the rates for blacks and whites, we have pursued our earlier work by analyzing separately for black and white youth the relationship between high school preparation and early labor force experience. We find no striking differences between the determinants of weeks worked by whites and non-whites upon graduation from high school. Although vocational training in high school bears little relationship to weeks worked upon graduation, hours worked while in high school bear a strong relationship to later employment for students and non-students, white and non-white. Academic performanceas measured by standardized test scores and high school class rank isalso positively related to later weeks worked by non-students, both white and non-white. Young persons find jobs in large part through friends and relatives or through direct application to employers orpossibly a combination of the two. Persons who are not looking forwork--and would then be classified as out of the labor force, according to standard definitions--are apparently quite distinct from personswho are looking for work. Those out of the labor force seem not tobe "discouraged workers" for the most part. Controlling for other individual attributes, non-whites are much more likely than whites to be in a post-secondary school full-time (although without controlling for these attributes the reverse is true). A large proportion of young men in school are also working part-time and a significant number are working full-time. A sizeable proportion of persons in post-secondary schools would be classified as unemployed based on official definitions. Indeed the unemployment rate among these full-time students is generally more than twice the rate among young men not inschool. Few high school graduates are chronically unemployed.

Book excerpt: This thesis is concerned with the experiences and understandings of young people as they move from their final two years of compulsory education into a range of post-16 destinations including Further Education, work, apprenticeships and unemployment. The participants were all identified as being 'hard to reach' by school practitioners. The research responds to a need to deepen understanding of such young people ahead of the age of participation in education and training in England being raised to 18 in 2015. The research was conducted in the South West of England. The empirical research was undertaken between January 2008 and April 2010 and comprised semi-structured interviews with 51 young people who were interviewed between one and three times during that period. The data presented in this thesis is focused on 11 of those young people who were each interviewed on three occasions. The findings suggest similarities between the post-16 transition experiences of the young people participating here and those of young people in this age range, not identified as 'hard to reach'. Notwithstanding these parallels, the research revealed that young peoples' post-16 transitions and the aspirations they hold are often more nuanced than has been theorised in previous research. The findings raise questions about the implications of labelling young people, and 14-19 policy predicated upon assumptions regarding those who do not participate post-16. In conclusion it is suggested that at a time of continued economic uncertainty and UK youth unemployment approaching one million, young people need more flexibility in the school and post-16 experiences that are available and actively encouraged, rather than increased levels of constraint.

Book excerpt: Relatively little is known about youth unemployment and its lasting consequences in transition economies, despite the difficult labor market adjustment experienced by these countries over the past decade. The authors examine early unemployment spells and their longer-term effects among the youth in Bosnia and Herzegovina (BiH), where the labor market transition is made more difficult by the challenges of a post-conflict environment. They use panel data covering up to 4,800 working-age individuals over the 2001 to 2004 period. There are three main findings from their analysis. First, youth unemployment is high-about twice the national average-consistent with recent findings from the BiH labor market study. Younger workers are more likely to go into inactivity or unemployment and are also less likely to transition out of inactivity, holding other things constant. Second, initial spells of unemployment or joblessness appear to have lasting adverse effects on earnings and employment ("scarring"). But there is no evidence that the youth are at a greater risk of scarring, or suffer disproportionately worse outcomes from initial joblessness, compared with other age groups. Third, higher educational attainment is generally associated with more favorable labor market outcomes. Skilled workers are less likely to be jobless and are less likely to transition from employment into joblessness. But there is evidence that the penalty from jobless spells may also be higher for more educated workers. The authors speculate that this may be due in part to signaling or stigma, consistent with previous findings in the literature.
