Farmers in developing countries commonly sell the majority of their grain immediately after harvest, when prices are lowest. Improvements in technologies that reduce post-harvest losses (PHL) could potentially increase farm incomes by offering a more attractive means for farmers to save their output and sell at higher prices later in the season. This study examines how loss aversion affects the demand for one such technology, hermetically sealed bags, in a maize-growing region in Ghana's Transition zone. Ignoring marketing decisions, loss aversion could potentially increase the willingness-to-pay (WTP) for improved storage technology because loss averse farmers may strongly desire to decrease grain losses. However, the possibility of selling one's stock as a grain-loss averting strategy may flip the relationship between loss aversion and storage demand. If highly loss-averse individuals compensate for potential grain losses by immediate sales, improved storage technologies may not provide additional benefits. Using a Becker-Degroot-Marschak (BDM) auction for 386 farmers, the study finds support for the latter. Loss aversion is negatively related to WTP for hermetic bags, and this relationship is entirely driven by farmers whose grains sales occur soon after harvest. Nevertheless, despite limited previous experience with the bags and little access, a majority of farmers value hermetic storage bags at levels at or above market price prevailing in other parts of Ghana. Study 2: Perceptions of Food Safety Risk, Post-harvest Practices and Intertemporal Staple Crop Allocation: Evidence from Maize in Nepal. Improving food safety is essential for improving food security: i.e. access to sufficient and healthy food. Unsafe food contains hazardous agents or contaminants (e.g. mycotoxins) that can increase people's risk of chronic diseases; and may have considerable economic implications for developing-country markets due to losses for rejected marketable surpluses and lower prices for inferior quality crops. This study addresses two research questions: Do perceptions of food safety risk alter intertemporal allocation of staple crops? If so, is the change in the intertemporal allocation through the better post-harvest practices? Using a two-round panel data of 320 maize farmers in Nepal, this study finds that farm households who perceive themselves to have better awareness of food safety risks tend to store produced maize longer than the other households. However, there are no statistical differences in post-harvest practices between the households with higher perceived-awareness and the others. The findings imply that providing farmers with food safety information may enhance storage behavior for optimal intertemporal maize allocation. This requires strengthening the research-extension link to provide agricultural extension officers and farmers information on better post-harvest management and the provision of feedback for improved future research.

Using primary data from fresh tomato traders in Lagos, Nigeria, and endogenous switching econometric modelling, this study investigates the effects of reusable plastic containers (RPC) technology on traders’ net profits and the factors determining the adoption of the technology. Results indicate that the trader’s position along the supply chain, income level, seasonality, sales frequency, and technology affordability positively influence their adoption decision. We found that the use of RPC technology significantly increases traders’ net profits. The counterfactual impact analysis indicates that traders who adopted RPC would have earned 7 percent lower net profits had they not used RPC. Conversely, non-adopters would have increased their net profit by 5 percent had they adopted the technology. However, heterogenous treatment effects were observed due to heterogeneities among the adopters.

Book excerpt: This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.

Multi-stage sampling techniques were used in selecting respondents for this study. Primary data was collected using structured questionnaires. Descriptive statistics, Likert method and ordinary least square regression model; were analytical techniques employed. The result revealed that 62% of the respondents were males, 72% are married. The mean age was 42 years. Most (38%) attained primary education, 48% had a household size with population of 1-5 people. The mean year of experience was 17 years. Most (78%) used woven baskets in packaging their produce. The prevalent improved post-harvest techniques were; appropriate harvesting techniques (2.79), improved drying techniques (2.69) and improved processing technology (2.62) as indicated by their significant mean scores. The estimated value of tomato post-harvest loss per 50kg was 27.5%. Thus, estimated gross margin were ₦5,400 (without loss) and ₦3,910 (with loss) respectively. The coefficients of farming experience (-0.421), distance to markets (0.413), age of fruit at harvest (0.519), quantity of fruits harvested (0.387) and post-harvest practices (-0.396) were statistically significant at 5% level. The estimated coefficient of multiple determination (R2) was 0.795, suggesting that 79% of post-harvest losses were attributable to the variables in the regression model. The constraints identified affected tomato post-harvest loss reduction. Adoption of improved post-harvest techniques, storage and processing facilities, provision of improved market linkages and access to agricultural credit, extension contact and formation of producer cooperatives are strongly recommended for reduced wastages.

Book excerpt: Evidence continues to mount that foodborne illness imposes a staggering health burden in developing countries. However, standard approaches used by developed country governments to ensure food safety are not appropriate in settings where regulatory enforcement capacity is weak and most firms are small and informal. Thus, interventions to improve food safety in developing countries must take into account the constraints and incentives faced by producers in these countries. In this paper, we test the impact of two such interventions: subsidies for technologies that improve food safety and price premiums for safer produce. We examine the case of on-farm control of aflatoxin, a carcinogenic toxin linked to child stunting that is produced by a fungus commonly found on maize and groundnut. We show that compared to Kenyan farmers who produce maize only for their family’s own consumption, Kenyan farmers who produce maize for sale are less likely to undertake post-harvest practices that increase the unobservable quality of aflatoxin safety. Employing randomized discount vouchers, we find that willingness to pay for a new post-harvest technology to prevent aflatoxin contamination is significantly lower among market producers than subsistence farmers. However, we find that take-up of the technology among market producers increases when they have the opportunity to sell aflatoxin-safe maize at a premium a few months after harvest. Using take-up rates from the experiment, we model the impacts of public subsidies and market incentives for aflatoxin control. We find that subsidization of aflatoxin control technologies is a cost-effective strategy for reducing liver cancer and possibly also for reducing stunting in children. The most cost-effective technologies considered are widely adopted by both subsistence and market producers, implying little additional impact of a price premium on food safety.
