Agricultural production is an important source of greenhouse gas (GHG) emissions and practices that reduce or offset these emissions can increase farmer income, enhance wildlife habitat and improve soil productivity.The relationship between agriculture and climate change is a complex one: agriculture contributes to climate change, is part of the solution, and also a victim due to its vulnerability to extreme weather events. This complex relationship calls for a re-evaluation of the policy instruments implemented to date to support the agriculture sector; it also challenges their ability to properly address all aspects of this relationship. Agriculture policy has a well-documented impact on farmers' production decisions (land, water, and agricultural chemical use), which in turn may affect the environment and distort trade.Ethanol, as a renewable fuel, plays a central role in the energy, agriculture and climate change policy debate. Policies to boost renewable energy from agriculture feed stocks are widespread, despite the uncertainties concerning their impacts on commodity demand, trade flows, water use and mitigation of greenhouse gas emissions. The paper reviews the main policy instruments adopted by the United States (U.S.) to stimulate production and consumption of ethanol, and their impacts on Brazilian producers and exporters. The main goal of the paper is to evaluate the effectiveness of World Trade Organization (WTO) rules to regulate these measures. It presents practical suggestions to improve monitoring, transparency and, possibly compliance with international trade rules.U.S. and Brazil are the two largest producers and exporters of ethanol. The trade and environmental concerns with domestic policies adopted to develop the industry position the topic at the center of the “north/south” debate, which has long characterized the history of agriculture trade liberalization.

Experience from tradable quota schemes suggests that emissions trading could significantly reduce the costs of emission limits.The Kyoto Protocol provides the framework for a common trading mechanism for all countries - including countries that would not face immediate emission limits. Significantly, the Protocol places the responsibility for meeting emission limits with national governments.How policymakers choose to implement emission limits will significantly shape the incentives that drive evolving secondary markets for greenhouse-gas-based instruments. Potential market participants who were surveyed rate policy - related risk as higher than business-related risks. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. To address such a broad charge, the National Academies appointed a committee composed of experts in tax policy, energy and environmental modeling, economics, environmental law, climate science, and related areas. For scientific background to produce Effects of U.S. Tax Policy on Greenhouse Gas Emissions, the committee relied on the earlier findings and studies by the National Academies, the U.S. government, and other research organizations. The committee has relied on earlier reports and studies to set the boundaries of the economic, environmental, and regulatory assumptions for the present study. The major economic and environmental assumptions are those developed by the U.S. Energy Information Administration (EIA) in its annual reports and modeling. Additionally, the committee has relied upon publicly available data provided by the U.S. Environmental Protection Agency, which inventories greenhouse gas (GHG) emissions from different sources in the United States. The tax system affects emissions primarily through changes in the prices of inputs and outputs or goods and services. Most of the tax provisions considered in this report relate directly to the production or consumption of different energy sources. However, there is a substantial set of tax expenditures called "broad-based" that favor certain categories of consumption-among them, employer-provided health care, owner-occupied housing, and purchase of new plants and equipment. Effects of U.S. Tax Policy on Greenhouse Gas Emissions examines both tax expenditures and excise taxes that could have a significant impact on GHG emissions.

Book excerpt: The social cost of carbon (SC-CO2) is an economic metric intended to provide a comprehensive estimate of the net damages - that is, the monetized value of the net impacts, both negative and positive - from the global climate change that results from a small (1-metric ton) increase in carbon-dioxide (CO2) emissions. Under Executive Orders regarding regulatory impact analysis and as required by a court ruling, the U.S. government has since 2008 used estimates of the SC-CO2 in federal rulemakings to value the costs and benefits associated with changes in CO2 emissions. In 2010, the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG) developed a methodology for estimating the SC-CO2 across a range of assumptions about future socioeconomic and physical earth systems. Valuing Climate Changes examines potential approaches, along with their relative merits and challenges, for a comprehensive update to the current methodology. This publication also recommends near- and longer-term research priorities to ensure that the SC- CO2 estimates reflect the best available science.
