But for the administration, the problems have grown more urgent, and the country now faces more than the already tragic heritage of apartheid. Due to decades of apartheid mismanagement urban areas are extremely inequitable and inefficient. They are the productive centres of the economy, but the majority of the urban residents live in very bad conditions and far away from their places of work. The quality of life of the South African people has to be improved massively, through creating jobs and deracialising the cities. Estimates of the present urban population in South Africa vary between 19.6 million and 26 million. By 2020, 75 per cent of the population will live and work in the cities and towns.1 The rate of urban population growth will be higher than for the population growth as a whole. Whereas in 1985 there were 20.7 million of the total South African population, resident in and on the edges of urban areas, by 2020 that will have increased to 43.7 million. 2 In the future, the urban centres, especially the metropolitan areas will function to an even greater degree than today as the social, economic and demographic heart of the country. "It is apparent that African urbanisation levels certainly increase markedly over the next decade, and it is important that all decision makers involved in forward planning take account of this phenomenon."3 In this assignment I will give an insight to the Urban Development Strategy of the Government of National Unity (GNU) (Chapter 2). The central questions that have been posed in this regard are: What are the current patterns of urban development in South Africa? How did they come about and what sustains them? What are the impediments in the current policies and implementation plans, which make urban development patterns in South Africa unable to deliver equitable and inclusive socio-economic outcomes that are consistent with the creation of a just society? And what are the core principles and features of a new policy framework that can guide a more equitable, just and sustainable pattern of urban development in South Africa? How does the development of new cities in South Africa anchor such a new policy framework? ☐ This has paved the way for the crafting of a policy framework, anchored on the creation of new cities, which is aimed at redirecting patterns of urban development in South Africa. The New Cities – New Economies thesis is a proposition that is aimed at fueling the long overdue economic growth and transformation of the South African society. It is the gestation of an economic revolution. It is indeed a Grand Plan, which will not only serve South Africa but has potential to reverberate across the entire African continent. This Grand Plan is the promise of the South Africa we yearn for, the Africa we want. ☐ New cities herald new economies, new economies yield jobs and empowerment and therefore destroy both poverty and apartheid economic legacy. The new cities should have a symbiotic relationship with the economy. As new cities herald new economies; new economies will anchor and sustain new cities. These are egalitarian cities. Egalitarian cities are equitable cities that promote cohabitation, where people share in the wealth of their nations.

This book assesses spatial planning in the second-tier cities of the country. Secondary cities are vital as they perform essential regional, and in some cases, global economic roles and help to distribute the population of a country more evenly across its surface. Apartheid planning left South African cities fragmented segregated and with low densities. Post-apartheid policies aim to reverse these realities by emphasising integration, higher densities and upgrading. Achieving these aims has been challenging and often the historical patterns continue. The evidence shows that two opposing patterns prevail, namely increased densities and continued urban sprawl. This book presents ten case studies of spatial planning and spatial transformation in secondary cities of South Africa. The book frames these case studies against complexity theory and suggests that the post-apartheid response to apartheid planning represents a linear deviation from history. The ten case studies then reveal how difficult it is for local decision-makers to find appropriate responses and how current responses often result in contradictory results. Often these cities are highly vulnerable and they find it difficult to plan in the context of uncertainty. The book also highlights how these cities find it difficult to stand on their own against the influence of interest groups (property developers, mining companies, traditional authorities, other spheres of government). The main reasons include weak municipal finance statements, the dependence on national and provincial government for capital expenditure, limited investment in infrastructure maintenance, the lack of planning capacity, the inability to implement plans and the unintended and sometimes contrary outcomes of post-apartheid planning policies.

It traces dynamics in inner city neighbourhoods of South Africa’s post-apartheid capital, Pretoria. Viewing the city through its most vulnerable people and places, it recognizes that urban space is never neutral and shaped by competing value frameworks. The first part of the book invites planners, city-makers, and ordinary urban citizens, to consider a new self-understanding, reclaiming their agency in the city-making process. Through the metaphor of "becoming like children", planning practice is deconstructed and re-imagined. A praxis-based methodology is presented, cultivating four distinct moments of entering, reading, imagining and co-constructing the city. After deconstructing urban spaces and discourses, the second part of the book explores a concrete spirituality and ethic of urban space. It argues for a shift from planning as technocracy, to planning as immersed, participatory artistry: opening up to the "genius" of space, responsive to urban cries, and joining to construct new, soul-full spaces. Local communities and interconnected movements become embodiments of urban alternatives – through resistance and reconstruction; building on local assets; animating local reclamations; and weaving nets of hope that will span the entire city. Providing a concrete methodology for city-making that is rooted in a community-based urban praxis, this book will be of interest to urban planning researchers, professional planners and designers and also grass-root community developers or activists.
