Book excerpt: In the wake of the recognition of the Whanganui River in New Zealand, the Ganges and Yamuna Rivers in India, the Yarra River in Australia and the Atrato River in Colombia as «subjects of rights», the International Observatory on Nature’s Rights has initiated a reflection on the possibility of recognizing the St. Lawrence River, the «path that walks» as it is called by the First Nations, as a «legal person». The texts in this collective work deal with the implications of attributing a legal personhood and rights to the St. Lawrence River, delve into the epistemological foundations of the paradigm of the recognition of the rights of Nature and present concrete cases of recognition of rivers as subjects of law. Written by experts from several countries where the recognition of the legal personhood of rivers has occurred to date, they take an in-depth look at the challenges and contributions of this paradigm shift in river protection. This book answers questions about the implications of such recognition and contributes to the process of building a new law that has just begun in Quebec and Canada with the adoption in February 2021 of resolutions conferring the status of «legal person» on the MagPie/ Muteshekau Shipu River located on the North Shore of Quebec and on the Nitassinan (ancestral territory) of two Innu communities, Ekuanitshit and Uashat mak Mani-utemam. For better and for worse, globalization has become the most powerful force shaping the world's geopolitical landscape, whether it has meant integration or fragmentation, peace or war. The future partly depends on how new economic giants such as China, India, and others make use of their power. It also depends on how well Western democracies can preserve their tenuous hold on leadership, cohesion, and the pursuit of the common good. Offering the most comprehensive analysis of world politics to date, Laurent Cohen-Tanugi takes on globalization's cheerleaders and detractors, who, in their narrow focus, have failed to recognize the full extent to which globalization has become a geopolitical phenomenon. Offering an interpretative framework for thought and action, Cohen-Tanugi suggests how we should approach our new "multipolar" world a world that is anything but the balanced and harmonious system many welcomed as a desirable alternative to the "American Empire." Cohen-Tanugi's point is not that the major trends of economic globalization, technological revolution, regional integration, and democratic progress are no longer at work. His argument is that economic globalization exists in a complex dialectic with the traditional geopolitics it has, ironically, helped to revive. How did it come into being and what are the characteristics of this distinctive field of power that has come to play such a central role in the shaping of all spheres of social, political and economic life? In this major work the great sociologist Pierre Bourdieu addresses these fundamental questions. Modifying Max Weber’s famous definition, Bourdieu defines the state in terms of the monopoly of legitimate physical and symbolic violence, where the monopoly of symbolic violence is the condition for the possession and exercise of physical violence. The state can be reduced neither to an apparatus of power in the service of dominant groups nor to a neutral site where conflicting interests are played out: rather, it constitutes the form of collective belief that structures the whole of social life. The ‘collective fiction’ of the state Ð a fiction with very real effects - is at the same time the product of all struggles between different interests, what is at stake in these struggles, and their very foundation. While the question of the state runs through the whole of Bourdieu’s work, it was never the subject of a book designed to offer a unified theory. The lecture course presented here, to which Bourdieu devoted three years of his teaching at the Collège de France, fills this gap and provides the key that brings together the whole of his research in this field. This text also shows ‘another Bourdieu’, both more concrete and more pedagogic in that he presents his thinking in the process of its development. While revealing the illusions of ‘state thought’ designed to maintain belief in government being oriented in principle to the common good, he shows himself equally critical of an ‘anti-institutional mood’ that is all too ready to reduce the construction of the bureaucratic apparatus to the function of maintaining social order. At a time when financial crisis is facilitating the hasty dismantling of public services, with little regard for any notion of popular sovereignty, this book offers the critical instruments needed for a more lucid understanding of the wellsprings of domination.

His material has been scoured from an exhaustive interrogation of the records of the book trade. He refers to booksellers’ catalogues, private collections, auctions, and other sources of information in order to reconstruct the country’s cultural image. Rarely have these sources been searched for Spanish books, and never have they been as exhaustively exploited as they are in Bas’ book. Both England and France were conversant with some very negative ideas about Spain. The Black Legend, dating back to the sixteenth century, condemned Spain as repressive and priest-ridden. Bas shows however, that an alternative, more sympathetic, vision ran parallel with these negative views. His bibliographical approach brings to light the Spanish books that were bought, sold and ultimately read. The impression thus obtained is likely to help us understand not only Spain’s past, but also something of its present.

Arab leaders have called Israel "a club the United States uses against the Arabs," and "a poisoned dagger implanted in the heart of the Arab nation." Israel's first leaders proclaimed their new state in 1948 under a portrait of Theodore Herzl, who had defined the future Jewish state as "a settler colony for European Jews in the Middle East under the military umbrella of one of the Great Powers." The first Great Power to sponsor Herzl's dream was Great Britain in 1917 when foreign secretary Sir Arthur Balfour promised British support for a Jewish homeland in Palestine. In 1967 Israel launched a successful war against the highly popular Arab nationalist movement of Egyptian leader Gamal Abdel Nasser, the most popular Arab leader since the Prophet Mohammed. Nasser rallied the world's oppressed to the project of throwing off the chains of colonialism and subordination to the West. He inspired leaders such as Nelson Mandela, Fidel Castro, Hugo Chavez, and Muammar Gaddafi. Viewing Israel as a potentially valuable asset in suppressing liberation movements, Washington poured billions into Israel's economy and military. Since 1967, Israel has undertaken innumerable operations on Washington's behalf, against states that reject US supremacy and economic domination. The self-appointed Jewish state has become what Zionists from Herzl to an editor of Haaretz, the liberal Israeli newspaper, have defined as a watch-dog capable of sufficiently punishing neighboring countries discourteous towards the West. Stephen Gowans challenges the specious argument that Israel controls US foreign policy, tracing the development of the self-declared Jewish state, from its conception in the ideas of Theodore Herzl, to its birth as a European colony, through its efforts to suppress regional liberation movements, to its emergence as an extension of the Pentagon, integrated into the US empire as a pro-imperialist Sparta of the Middle East.
