Book excerpt: Confounding all conventional wisdom, the fertility rate in the Islamic Republic of Iran fell from around 7.0 births per woman in the early 1980s to 1.9 births per woman in 2006. That this, the largest and fastest fall in fertility ever recorded, should have occurred in one of the world’s few Islamic Republics demands explanation. This book, based upon a decade of research is the first to attempt such an explanation. The book documents the progress of the fertility decline and displays its association with social and economic characteristics. It addresses an explanation of the phenomenal fall of fertility in this Islamic context by considering the relevance of standard theories of fertility transition. The book is rich in data as well as the application of different demographic methods to interpret the data. All the available national demographic data are used in addition to two major surveys conducted by the authors. Demographic description is preceded by a socio-political history of Iran in recent decades, providing a context for the demographic changes. The authors conclude with their views on the importance of specific socio-economic and political changes to the demographic transition. Their concluding arguments suggest continued low fertility in Iran. The book is recommended to not only demographers, social scientists, and gender specialists, but also to policy makers and those who are interested in social and demographic changes in Iran and other Islamic countries in the Middle East. Book excerpt: There is a large body of economic literature that documents the existence of son preference and its negative impact on girls' accumulation of human capital. Some studies have found that gender preference is exacerbated when fertility declines. Many studies have also looked at the impact of availability of family planning on fertility. My work contributes to this literature by linking these together and measuring the impact of fertility control policies on gender preference at birth. Also, it presents the first quantitative study of gender preference at birth in Iran. In the first essay, I provide a short history of fertility policies and population transition in Iran. In the second essay, I look at the government provided family planning program and its impact on the fertility decline in rural Iran. I estimate the association between a woman's age of exposure to a clinic and her total number of children. I find that exposure to a health clinic at her most fertile ages (20-35) is associated with a 20% reduction in total number of children born to a woman, a significant drop (equivalent to one child). In the third essay, I examine the extent of gender preference at birth in Iran and its impact on fertility decisions, using gender composition of first two children as a random experiment. I find that parents with a first born daughter will, on average, have more children; daughters are followed more quickly with another birth; and among all gender compositions, mothers with two daughters are most likely to continue child bearing. I exploit the quasi-experimental expansion of rural health clinics providing family planning services in rural Iran. Using a difference in difference method, (with village fixed effects), I estimate the impact of access to family planning on gender biased fertility decisions. Availability of family planning is associated with a 12-17% reduction in probability of subsequent birth for mothers with two children. However, there is no difference in this probability based on gender composition of children. I find that access to family planning does not exacerbate son preference expressed through fertility in rural Iran.

Book excerpt: High fertility rates may not pose short-term threats to Pakistan's stability however, Pakistan's long-term survival largely depends on reducing the rate at which the population is expanding because this growth is outstripping economic development. This paper seeks to highlight a viable strategy for Pakistan to improve its population planning approach. The Iranian government's experience with population reduction from1986-2010 will form the basis of comparison in this paper, helping to identify a way forward for Pakistan. The first section introduces the current population growth in Pakistan and the economic and security risks associated with these high fertility rates. This section also explains the similarities between Pakistan and Iran and why Iran's population programs could be paired with elements of population programs being initiated by the Pakistan government. The second section examines of family planning promotion in both Iran and Pakistan. Iran's unique strategy in introducing family planning to a nation of conservative Muslims involved several unique approaches. In Pakistan, these same approaches, if implemented, could bolster Pakistani receptiveness of family planning. The third part reviews ways Pakistan could improve their family planning education model. In Iran, family planning education promoted birth spacing as way to reduce the religious stigma that might forbid contraception. Iran's government also undertook a serious effort to educate men, young adults and couples through family planning education workshops. The final reviews the role that female empowerment, literacy and employment have in reducing nationwide fertility in both Pakistan and Iran. The Iranian government elevated of the status of women by integrating them into civil society. This social change reduced nationwide fertility and overall lifetime fertility. In Pakistan, female education has indirectly reduced fertility rates but has not been promoted by the government to the same degree as in Iran.

Book excerpt: Despite its volatile history, the Islamic Republic of Iran has performed well on social indicators, especially in providing basic services such as health care and education. Iran's fertility decline may have proceeded in two stages, the first beginning in the late 1960s. The Iranian government introduced a family planning program during the 1960s with explicit health and demographic objectives. Between 1967 and 1977, fertility declined-mainly in urban areas-to an average of 4 children per woman. Although the family planning program continued after the 1979 Islamic revolution, it was suspended after war broke out with Iraq in 1980. During the war, the government pursued a pronatalist population policy, including incentives for childbearing. The fertility decline coincided with improvements in primary and secondary education, possibly affecting the rapid decline in adolescent fertility during 1997-2006, especially when compared to other Middle East and North Africa region countries. Today regional disparities in fertility exist with higher fertility in less developed districts. Yet Iran's example shows how good public policy interventions in health (including family planning) and education can reduce fertility and contribute to human development.
