The Enemy Never Came examines the everyday lives of the volunteer soldiers who battled Native American renegades of the region and of the settlers who were deeply affected by the war yet unable to do much about it. Pacific Northwest pioneers soon chose sides, most allying with the North, others supporting the southern states’ right to withdraw from the union. Still others attempted to ignore the entire issue of the War between the States, leaving “that problem” to the folks back east. Because communication with the rest of the nation was slow and tenuous during the early years of the war, the early settlers of what are now Oregon, Washington, and Idaho concentrated on controlling the restive Native Americans whose land and society had been overwhelmed by white settlers. These same settlers, however, nonetheless vigorously argued politics and worried about invaders from the south, from the British colonies to the north, and from the sea—none of whom ever materialized.

Although the Indian community of Celilo Village survives to this day as Oregon's oldest continuously inhabited town, with the construction of The Dalles Dam in 1957, traditional uses of the river were catastrophically interrupted. Most non-Indians celebrated the new generation of hydroelectricity and the easy navigability of the river "highway" created by the dam, but Indians lost a sustaining center to their lives when Celilo Falls was inundated. Death of Celilo Falls is a story of ordinary lives in extraordinary circumstances, as neighboring communities went through tremendous economic, environmental, and cultural change in a brief period. Katrine Barber examines the negotiations and controversies that took place during the planning and construction of the dam and the profound impact the project had on both the Indian community of Celilo Village and the non-Indian town of The Dalles, intertwined with local concerns that affected the entire American West: treaty rights, federal Indian policy, environmental transformation of rivers, and the idea of "progress."

For decades historians have argued that the spectacular growth of the Ku Klux Klan in the 1920s was fueled by a postwar surge in racism, religious bigotry, and status anxiety among lower-class white Americans. In recent years a growing body of scholarship has contradicted that appraisal, emphasizing the KKK's strong links to mainstream society and its role as a medium of corrective civic action. Addressing a set of common questions, contributors to this volume examine local Klan chapters in six Western cities: Denver, Colorado; Salt Lake City, Utah; El Paso, Texas; Anaheim, California; and Eugene and La Grande, Oregon. Far from being composed of marginal men prone to violence and irrationality, the Klan drew its membership from a generally balanced cross section of the white male Protestant population. Overt racism and religious bigotry were major drawing cards for the hooded order, but intolerance frequently intertwined with community issues such as improved law enforcement, better public education, and municipal reform.
