As we have seen, whether a street is public depends upon whether it has been dedicated and accepted. As dedication amounts to an offer by the owner of the land, we must look to his intent in order to deter mine whether an offer has in fact been made. Nothing else appearing, when a street is opened up for the use of the public, or when lots ar sold with reference to a plat on which a street appears, most courts will hold such street to have been dedicated. It becomes a public street. When, on the other hand, the owner of such a street takes action showing his ih tention to retain control of the street (such as posting at the entrance thereto a sign marked Private Way) this may indicate that he has no intention of dedicating the street to the public, and it remains private property. I am thinking of those who own property and do business in more than one place, more than one county, more than one town. If the discount pat tern is uniform throughout the state these taxpayers will adjust their business and accounting practices to meet that pattern; if the discount pattern varies from location to loca tion (not to say from one session of the legislature to another) the tax payer must make a series of busi ness and accounting adjustments which, it can be argued with force, place him at a distinct disadvantage. Perhaps the new taxpayer or the one who first meets this situation will feel the discrimination most sharply. So long as the state itself imposes no property tax for administration by local units of government the question of the constitutionality of local variants from the state-wide law runs little risk of judicial testing, but whether they do violence to the spirit if not the letter of the Constitution's uniformity requirement is still a ser ious question for those concerned with law-making in this state. The party on whose behalf the deposi tion is taken, or his attorney, may question the witness orally or he may submit written questions. In either case, the adverse party or his attorney may cross-examine the witness orally or in writing. In some cases the ques tions and cross-questions are all writ ten and are prepared by the parties or their attorneys in advance of the examination. When this method is used, the examination may be' con ducted by the commissioner or notary alone. During the examination, any objection should be made after the question and before the answer is given. The commissioner or notary should record all such objections but make no ruling thereon. North Carolina was the first state in the nation to take such action, completely relieving the counties and townships of all local roads in 1931. Since that date, the motor vehicle, and not real property, has furnished all the tax revenues for the building, improve ment and upkeep of all local roads. As well as state highways. Second, the state has financed a more expensive program of secondary road improvements than has any other state in recent years. During the five years ending June 30, 1954, the state spent $350 million on this system; and, since 1931, the state has expend ed over $600 million on this system. Both figures include Federal Aid. Book excerpt: Political theory consists in clarification of language and concepts, in description and analysis of institutions and behavior, and in appraisal and evaluation of political events. Hyneman's theory is not one of the behavioral or functional varieties that rely on special language and concepts drawn from other disciplines than political science. It emphasizes a central concern of both conventional and behavioral theory: the distribution of "power," or what proportion of people have influence over what aspects of government. He is also interested in how power is shared, divided, checked, and balanced.The main task of political theory, Hyneman thinks, is clarification of the values served by and sustaining American democracy. This task gives meaning and direction to analysis of the elements of democracy and to empirical research on the processes of democracy. In this sense political science is not "value-free"; it is most useful in pursuit of the implications of basic beliefs and ideals. These beliefs and ideals can be found in historical statements as well as inferred from institutions and behavior.Hyneman's emphasis on popular control, electoral politics, and equality of influence tends to challenge both of the "pluralist" and "ruling elite" schools-though it should be clear that he is not engaged in a scholastic debate. The freedom of his analysis, ranging from specific reference to the professional controversies of his day is one of its strengths and a probable source of originality. He connects it explicitly to the literature of political science at critical points, as it existed when originally published in 1968.

These centers would be the sole providers of certified basic and in-ser vice training. Each regional center would have a core teaching staff of from three to ten full-time professional instructors who had themselves received Specialized training at the state training center. Much of the writ ten -material they would use would be developed by the central staff. Thus the instructional personnel of these regional training centers would receive consist ently accurate, up-to-date information. Each regional training center could be coordinated and directed by a local advisory board, with oversight by the Department of Community Colleges and the state level Criminal Justice Education and Training Stan dards Commission. That Commission could adopt standards and regulations for the Standards Division of the Department of Justice to use in certifying regional training programs and instructors. Yet there has been no single treatment of the subject as a whole, nor has it been adequately related to the larger upheaval from which it emerged, or to the larger body of radical thought of which it became the most influential component. Commonwealth Principles addresses these needs, and Jonathan Scott goes beyond existing accounts organized around a single key concept (whether constitutional, linguistic or moral) or author (usually James Harrington) to analyse this body of writing in full context. Linking various social, political and intellectual agendas Professor Scott explains why, when classical republicanism came to England, it did so in the moral service of an explicitly religious revolution. The resulting ideology hinged not upon political language, or constitutional form, but Christian humanist moral philosophy applied in the practical context of an attempted radical reformation of manners.
