Youths have generally been neglected in critical decision making processes in Africa and beyond. They have been relegated to the role of mare spectators and not as active contributors to decision making processes. Failure to involve youths in decision making and development at both Local and National levels is a sustainable development threat as it works against the spirit of National continuity and Ubuntu. If youths are involved in decision making and development, sustainable Local and National development is a guaranteed reality as youths are well braced with the techniques of running modern day organisations in this digital era. A common statement linked to sustainable development in the African proverbs circles goes like "Youths are the leaders of tomorrow" which shows why youths should fit in the current leadership and management challenges for the destiny or fate of the nation rests in youths. An unescapable reality is that failure to empower and involve youths is an enemy of National continuity. Several factors have been identified by the research as the hindrances or obstacles to effective youth participation in Zimbabwe. These includes age restriction in participating in politics, politicisation of youth participation, unsupportive legislative frameworks, stereotyping youth participation and empowerment, intolerance by the elderly to integrate youths into key decision making processes and lack of support for each other by youths themselves to mention but a few. In face of these challenges associated with lack of youth empowerment and failure to make them active participants in decision making , this paper recommends a paradigm shift which entails a change of perception by elderly in their view towards youths. They have to view youths as accompanies in the Local and National development drive and not as a hostile segment of the society or as lazy people who are always into crime and drugs. Also there is need to revisit legal frameworks in order to mainstream youth empowerment issues. This research fuses both qualitative and quantitative research designs. Three main sampling techniques were used for the purposes of this research and these includes simple random, convenience and judgemental sampling techniques. Research information was collected using primary data sources (interviews, questionnaires, observations and focus groups) as well as secondary sources which are mainly the already existing literature pertaining to youth empowerment and participation issues. Data was presented and analysed both qualitatively and quantitatively using graphs, tables and critical analysis and discussion of the presented information. The research therefore hits hard on one of the current and topical issues that needs special attention from relevant authorities.

The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.
