Book excerpt: People with experience living on low income have an important role in multi-sectoral poverty reduction work: they have a right to participate in initiatives that may influence their well being and can contribute valuable skills, knowledge and resources. Yet they are often absent. This research explores the context-specific factors that support and constrain the participation of people living on low income in poverty reduction initiatives through interviews with 19 people actively involved in such efforts. The findings describe the nuances and tensions related to experiences with nine factors: type of participation, compensation, labelling "poor" participants, opening spaces which support diverse perspectives, expectations of representation, rationale for participation, degree of influence, ratio of "poor" participants and relationships. Findings suggest that poverty reduction initiative would benefit from offering diverse participatory opportunities, being flexible in the supports they provide to match the specific needs of individuals and dedicating revenue to participation costs.

The book's findings draw from the Moving Out of Poverty research conducted in communities in 15 countries in Africa, East Asia, Latin America, and South Asia. They offer bottom-up perspectives on the processes and local institutions that play key roles in escapes from poverty. The study finds that there are no differences in the initiatives taken by the poor, the rich, and the upwardly mobile. What, then, explains the difference in outcomes? The authors demonstrate how in the face of deep social inequalities that block access to economic opportunities and local democracies individual initiative and empowerment by themselves are often not enough to escape poverty. Evidence from 24 diverse countries of Asia, Africa and Latin America examined in this volume shows how poor people do not value democracy any less than their richer counterparts. Their faith in democracy is as high as that of other citizens, and they participate in democratic activities as much as their richer counterparts. Democracy is not likely to be unstable or unwelcome simply because poverty is widespread. Political attitudes and participation levels are unaffected by relative wealth. Education, rather than income or wealth, makes for more committed and engaged democratic citizens. Investments in education will make a critical difference for stabilizing and strengthening democracy.

Book excerpt: This book published for the Institute of Development Studies at the University of Sussex presents the findings of a team of researchers based in the UK, Uganda and Nigeria. It sets out to examine the processes by which policies for poverty reduction are made and implemented, and assesses to what extent policies provide for positive change in the lives of poor people. The project advocates a policy process that is radically different from the traditional linear model; one that departs from structural adjustment exigencies of external conditionality to one in which actors, knowledge and policy spaces interact in policy making. Strategies are generated and owned locally and the poor are understood as active participants in their own development. The book argues that if political systems and the policy processes through which they are enacted are to be democratised, then so should the knowledge base that feeds those policy processes. This means working by a deliberative process not only to produce knowledge, but also to incorporate knowledge of different kinds; differentiating between respective roles and powers of discourse, and reconstituting the prevailing cultures of legitimacy and representation. Although based on evidence from Uganda and Nigeria, the book is conceived to have application to the struggle against poverty more widely.
