Il existe une perception largement répandue selon laquelle les grandes Économies européennes n'ont pas i très performantes au cours des années 1990 en comparaison avec let propres performances passées et avec les performances des États-Unis cours de la même période. Tant au sein des institutions financières et gouvernementales européennes que parmi les économistes d'Europe, la réponse plus courante à cette situation se traduit par un appel à des réformes structurelles, étant implicitement entendu que rien d'autre n'est vraiment nécessaires. Dans la plupart des cas, cet appel à des réformes structurelles conter principalement une réforme - dérégulation - du marché du travail qui vit rait à en faire un " marché spot " comparable à celui d'une denrée périssable. Les suggestions les plus courantes seraient de restreindre les conditions d'éligibilité à l'assurance chômage, de réduire la durée maxime et le montant des indemnités, de restreindre ou d'éliminer les restrictions imposées à l'embauche et au licenciement, de diminuer le pouvoir de négociation des syndicats. Ces diverses propositions ont une conséquence importante et particulièrement visible selon laquelle les implications de c réformes en matière de répartition des revenus sont particulièrement fortes et focalisent les débats. L'omission, dans la liste des problèmes européens, d'une réforme concernant les marchés des biens, est malheureuse car il y a de bonnes raisons penser que la dérégulation et d'autres mesures, qui auraient pour effet d'intensifier la concurrence entre les entreprises, seraient elles aussi souhaitables. [..] Une réforme structurelle des deux types de marchés est nécessaire Europe, sans pour autant penser que les réformes structurelles en tant q telles seront suffisantes pour restaurer la prospérité et un haut niveau l'emploi. Un programme équilibré, fondé sur une combinaison simultanée réformes structurelles et d'une politique, fiscale et monétaire expansionniste aurait une bien plus grande chance de succès économique et une meilleure chance de viabilité politique. "
